This position is organizationally aligned under the Chief of Staff, Telehealth Service Line. The primary purpose of this position is to provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations using state-of-the-art, clinical technologies and partnerships which provide access to care to Veterans.
Duties
The incumbent serves in a developmental capacity at the GS-09 level. Key functions will be similar to those described at the full performance level of the target position, GS-11. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.
Knowledge Required by the Position:
Ability and knowledge to use qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs on daily basis.
Ability to communicate effectively, both verbally and in writing, with clinical and administrative staff.
Skill in conducting studies, analyzing findings independently.
Knowledge of pertinent laws, regulations, policies and precedents that affect then medical center.
Ability to plan, organize and carry out duties involving multiple programs within time constraints, with minimal supervision (for the GS-11 level).
Ability to establish and maintain effective working relationships with administrative staff with an understanding of multiple complex workings within the medical center.
Qualifications

Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service.

Physical Requirements: The work is usually sedentary, but is requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
