The primary purpose of this position is to provide support to the installation occupational and environmental health surveillance programs. This position develops, plans, manages, and executes health risk assessment programs, samples, documentation and training with the Department of Defense (DOD), Air Force Medical Service (AFMS).
Duties
Conducts various duties to assess processes and environmental conditions for occupational health hazards.
Special Surveillance. Performs analysis using industrial hygiene sampling methods to determine nature and degreeof hazardous materials or physical agents present in the work environment to which workers may be exposed.
Oversees and executes Bioenvironmental Engineering section Ionizing Radiation, Non-Ionizing Radiation, and Laser Safety Programs.
Manage Bioenvironmental Engineering technical program(s) in support of the industrial hygiene mission to include new and emerging technology.
Serves as Customer Service Liaison to assigned units.

- A bachelor’s degree in biology, chemistry, physics, engineering, or applied science in the medical field required. A master’s degree in industrial hygiene or engineering is highly desirable, but not required

- Job-related certifications such as HAZMAT Operations, HAZWOPER, Asbestos and/or Lead Inspector are desired
- Position may be required to work other than normal duty schedule based on the needs of the mission. A flexible work schedule may include after normal duty hours weekends, and/or holidays during exercises or contingency situations

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Environmental Health Technician Series 0698.
SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES (INTERNAL): Applicants must have at least one (1) year of specialized experience at the next lower grades GS-09, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of Industrial Hygiene (IH), Public Health, related safety and environmental concepts, principles, and practices relating to a wide range of duties concerned with identifying, evaluating, and controlling occupational health hazards in a variety of settings specific to Niagara Falls ARS; Knowledge required to recognize and to evaluate workplace and environmental factors and stresses associated with complex work operations and to ascertain their effects on the health and well-being of workers; Knowledge of Public Health inspections, regulations, and disease prevention is necessary to train and educate members on the importance of Public Health and ensure the health and safety of personnel at Niagara Falls ARS; Knowledge required to evaluate proposed new work processes and/or materials and to recommend measure to minimize health hazards; Knowledge required to investigate occupational illnesses/problems which arise among workers, to determine probable cause, and to recommend measures to protect the worker's health. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 (INTERNAL) or GS-10 (EXTERNAL) level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of general management functions, practices, and procedures sufficient to understand organizational objectives, in-depth industrial hygiene principles, regulations, standards, and work processes of assigned organizational segment requirements, methods, and techniques for evaluating low to high risk work areas as they relate to occupational health and safety.
2. Knowledge of concepts, principles, and practices of bioenvironmental engineering, as well as knowledge of the mission, organizational structure, programs, and activities related to DoD, Air Force, and Air Force Aerospace Medicine (AMDS) occupational environmental health surveillance programs and policies.
3. Skilled in use of computers and software programs used to create letters, reports, spreadsheets, databases, and graphs.
4. Knowledge of industrial hygiene and environmental methods, practices, techniques, materials, and sampling equipment to determine compliance with regulations and standards.
5. Knowledge of training techniques, methods and materials sufficient to develop and present formal training and instructional sessions to allied professions, employees, supervisors, and managers on industrial hygiene related matters.
6. Ability to communicate orally and in writing, prepare correspondence, briefings, and recurring and special reports regarding industrial hygiene and public health related matters.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
