The Supervisory Program Manager (Division Chief) position is located in an organization within the National Office of the United States Department of Labor (DOL), Employment and Training Administration (ETA), Office of Unemployment Insurance (OUI). This position is outside the bargaining unit.

Duties

Develops resource implementation plans to accomplish goals and achieve program results; establishes systems and methods to assure proper resource management; continually improves work processes and the cost effectiveness of products and services. Establishes and maintains open communication and contact with personnel, state and federal offices, investigative bodies of Federal agencies. Communicates effectively with interested parties and stakeholders about key activities and developments. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Coordinates the resolution of issues and implementation of action plans as appropriate, ensuring that all Division efforts are strategically aligned for the effective oversight and monitoring of the state and Federal Unemployment Insurance (UI) programs. Managing, directing, supervising, staffing, coordinating and evaluating functions and/or activities through subordinate supervisors in two to four primary branches. Makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel, or by contractors. Evaluates subordinate supervisors and serving as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors.

Requirements

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is defined as the following, you must meet all: 1. Identifying issues, determining possible solutions, making recommendations, implementing changes, and evaluating outcomes in the operations of state and/or Federal Unemployment Insurance (UI) programs; 2. Leading, directing and assigning work of personnel; 3. Establishing and managing resources and administrative activities to include strategic relationships with federal agencies, associations, state and local governments, and the private sector; and 4. Interpreting state and/or Federal Unemployment Compensation (UC) law and providing recommendations for policies and initiatives related to UI programs.
