This position is located in the U.S. Department of' Labor, Employment and Training Administration (ETA), Office of Unemployment Insurance (OUI), Division of Unemployment Insurance (UI) Operations.
This position is outside the bargaining unit.
Duties
Serves as a Unemployment Insurance program expert and a first-line supervisor.
Oversees and monitors state tax program operations, interprets Federal legislation, provides authoritative direction and advice on program requirements to state agency officials, develops operating procedures and policy guidance, analyzes legislation and regulations, and develops program requirements.
Recommends new approaches and alternatives to address current or anticipated problems related to the UI program.
Develops long-range plans, goals, and objectives for evaluating and monitoring UI program operations and takes into account factors such as cost-effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines.
Studies new and proposed legislation and regulations to determine impact(s) on the UI program and develop guidance for states, as appropriate.
Provides authoritative advice and consultation to ETA officials, state officials and others, as appropriate.
Negotiates acceptable agreements to resolve conflicts and controversial disputes and elicits support of program officials, customers, and other concerned parties.
Develops guidance in the form of advisories for states, reviews state quality service plans, monitors state program operations and provides technical assistance to states and others.
Develops guidance, technical assistance and training, and also develops and applies new methods and techniques to solve problems and create needed innovations.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities or employees.
Identifies developmental and training needs of employees, provides and/or arranges for needed development and training. Finds ways to improve production or increase the quality of work directed. Develops performance standards.
Requirements

- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of 10/12/2023 the announcement close date.
You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Supervisory Unemployment Insurance Program Specialist, as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience is described as the following, (you must meet 3 out of 4):
1. Providing technical assistance on Unemployment Insurance (UI) Tax program integrity or performance issues to UI stakeholders such as state UI agencies, employers, work advocates, Federal, State, and local workforce partners.
2. Interpreting new and proposed legislation and/or regulations to determine impacts to Unemployment Insurance (UI) Tax programs, ensuring state unemployment compensation laws and/or policies are in conformity with Federal law and regulation.
3. Developing analytical reports for technical and non-technical audiences, drafting policy guidance and/or operating procedures for state and/or Federal UI programs and systems.
4. Leading, directing, and assigning work of personnel.

Education
Basic Requirements (Individual Occupational Requirement (IOR):
Undergraduate Education:
Major Study - economics, industrial relations, law, sociology, political science, public administration, or other related fields. Courses in statistics or mathematics applicable to the social sciences are creditable up to a maximum of 12 semester hours.
Graduate Education:
Major study - one or a combination of the social sciences that included social science research methodology and techniques, and provided a knowledge of the history, concepts, methods, and techniques of social insurance and/or the social and economic conditions under which social insurance programs operate.

Experience
Specialized Experience: Experiences related to social insurance. This includes experience applying statistics or mathematics to the social insurance field. Specialized experience must have demonstrated:
- A knowledge of current social and economic conditions under which social insurance programs operate, and the principles of the Federal/State/local relationships;
- The ability to extend and modify existing techniques and methods or to develop new ones to identify, isolate, and resolve special problems; and
- The ability to develop effective collaborative relationships with personnel in other fields and with groups having conflicting objectives.
Qualifying specialized experience may have been gained through work in the following or similar types of programs: unemployment insurance; old-age and survivors' insurance; workers' compensation; disability compensation; or other public or private programs covering common social insurance risks.
