The salary rate will be adjusted to include a Cost of Living Allowance (COLA). The positions serve as principle assistants to the District Ranger in the planning, programming and execution of district recreation, trails, and special uses management program activities.

Duties

Provides expertise and advice in the administration of recreation program and projects. Advises on the development of recreation management plans. Plans, develops and implements long-range and annual management plans for natural resource e.g., special uses, minerals, land uses, land acquisition/exchange, watershed, and road construction on a unit. Analyzes the effects of management activities on natural resources for environmental assessments. Determines permit requirements to protect resources such as air, water and land quality based on impact assessments. Prepares and issues draft/final or modified permits, fact sheets and public notices for natural resource program activities. Collects data, analyzes program needs and recommends actions for a balanced budget in the forest recreation programs. Reviews and monitors natural resource management activities to prepare management recommendations of accomplishments. Supervision 20% or less of the time.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. Basic Requirement: GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service. Examples of specialized experience include: Developing and monitoring a portion of an annual program of work in recreation, wilderness trails, special uses, and wilderness; Conducting surveys and studies of existing dispersed and developed recreation facilities and their present use and demand; Based on studies of recreation areas and activities, recommended potential sites or areas for additional recreation use and planned development with suggested development priorities; OR Developing contract language for recreation projects. OR Successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a recreation management program of study. OR A combination of graduate level education (beyond 36 semester hours) and specialized experience that is directly related to this position that together meets the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
