You will serve as a CONTRACT SPECIALIST in the Science Acquisition Support (SAS) Directorate of Naval Health Research Center, San Diego NAVHLTHRSCHCEN SDIEGO.
This announcement uses the Expansion of Direct Hire Authority Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will maintain continuous development and oversight of Naval Health Research Center’s (NHRC) Science Acquisition Support (SAS) Directorate.
You will optimize the productivity quality, and utility of the SAS support to the command’s research and development science mission.
You will serve as NHRC’s Simplified Acquisition Procedure (SAP) contracting specialist for pre-award and post-award functions.
You will administer NHRC’s SAS contract invoice approvals.
You will serve as the NHRC's contracting specialist for pre-award and post-award functions of procurements over the Simplified Acquisition Threshold (SAT).
You will serve as the administration Point of Contact and evaluator for the NHRC source selection committee.
You will serve as the Approving Official for the Government-wide Commercial Purchase Card (GCPC) program.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must achieve the DAWIA Contracting Professional Certification. Certification is required within 24 months of appointment.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
ALL Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
In addition to the Basic Requirements for this position, GS-1102-11:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-9) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Analyzing company proposals and comparing proposals to government issued Request for Proposal.
Advising departments on the preparation and/or development of contract specifications to meet contractual requirements.
Monitoring contract technical performance over the life of the contract and issue correspondence to resolve problems.
Developing and implementing solutions to solve procurement or contractual problems.
Monitoring contractor performance to ensure compliance with the terms and conditions of the contract, quality of products, and services delivered.

Education
FOR GS-11: SUBSTITUTION OF EDUCATION FOR EXPERIENCE: SUCCESSFUL completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree.
If you are using education to meet all or part of the qualification requirements, you must submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned).
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
