Duties
This position is located within the Department of Commerce (DOC), National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Financial and Administrative Officer (CFAO), located in either Reston, VA or Boulder, CO.
At the full performance level ZA-5, the major duties of this position include, but are not limited to the following:
Supervises a team of HR Specialists who perform or oversee HR operational work, including (but not limited to) staffing, recruitment, onboarding and offboarding, performance management, compensation, position management/classification, training, and awards and recognition.
Collaborates with Department of Commerce (DoC)/Office of Human Resources Management and/or National Telecommunications and Information Administration on management and oversight of Executive Resources including Senior Executive Service (SES) positions, Senior Level (SL) positions, and FirstNet Authority Board Members.
Provides oversight and accountability for the management of the FirstNet Authority Human Capital Plan, spearheads employee engagement efforts, and builds capacity for the development and execution of HR data analytics and associated dashboards.
Manages partnerships with supplemental HR service providers including DoC for Employee Benefits, Employee Relations; Enterprise Services for payroll and personnel action processing; contract support for recruiting, onboarding, and human capital products and services including strategic workforce planning, succession planning, organizational design, etc.
Directs or oversees the learning and development function for the FirstNet Authority by developing, deploying and monitoring initiatives that close identified employee skill gaps and support greater accessibility and engagement with training and development resources.
Conducts audits and quality review of work performed by HR Specialists providing operational and advisory services. Responsible for complying with all HR laws, rules, regulations and policies.
Provides operational structure and management direction for the FirstNet Authority HR office, including the development of standard operating procedures (SOPs), policies, handbooks, and processes, as well as short- and long-range plans to meet strategic organizational objectives and key performance indicators (KPIs). Responsible for HR records management.
Directs all communication regarding HR and human capital programs, leveraging relevant communication platforms in collaboration with internal stakeholders.
The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
Boulder, CO: $151,657 - $183,500 per annum
Reston, VA: $155,700 - $183,500 per annum

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the ZP-V (GS-15 equivalent), you must possess at least one full year of specialized experience equivalent to at least the ZP-IV or GS-14 grade level in the federal service, or comparable experience not gained through federal service performing all of the following:
1. Overseeing, performing, or reviewing human resources operational functions including recruiting/staffing and position management/classification.
2. Writing HR related policies, standard operating procedures guidance or handbooks.
3. Providing expert level HR guidance and advisory services to management on controversial or sensitive HR issues and topics.
4. Leading or supervising an HR project, program, or team of HR Specialists.
5. Overseeing, reviewing, or contributing to the creation/implementation of training and professional development programs and/or employee engagement initiatives.
MUST MEET ALL FIVE.
NOTE: The selected candidate must be able to obtain and maintain DE certification within six months of appointment into this position.
