This vacancy is for an International Trade Compliance Analyst in the International Trade Administration within the Department of Commerce.

Duties

As an International Trade Compliance Analyst, you will perform the following duties: Prepare oral presentations which reflect all issues raised by the stakeholders and team. Assist in the analysis and evaluation of data; attends meetings, briefings and hearings; assists with verification of data. Support the preparation of recommendations for the disposition of assignments. Enforce US trade laws through proceedings by performing analysis and research and implementing results. This Job Opportunity Announcement may be used to fill other International Trade Compliance Analyst GS-1801-9/11 full performance level (FPL) GS-13 positions within the International Trade Administration in the same geographical location with the same qualifications and specialized experience.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-9 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as: Assisting in the analysis and/or application of US trade laws; Assisting in the application of international financial and business concepts to US trade law; Assisting in preparing briefings, correspondence, reports, and/or memoranda; and Conducting research, gathering evidence, performing analysis and presenting findings. -OR- SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to master's degree or master's or equivalent graduate degree from an accredited college or university. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Note: Only graduate education in excess of one year is qualifying for combination To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as Analysis and/or application of US Anti dumping/Countervailing Duties (AD/CVD) laws; Application of international financial and business concepts to US AD/CVD law; Preparing briefings, correspondence, reports, and/or memoranda related to AD/CVD law; and Conducting research, gathering evidence, performing analysis and presenting findings related to AD/CVD law. -OR- SUBSTITUTION OF EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related -OR-COMBINATION OF EDUCATION AND EXPERIENCE Note: Only graduate education in excess of two years is qualifying for combination.
