This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Primary Purpose of the Position is: To supervise assigned Inpatient Pharmacy Staff in the provision of comprehensive pharmaceutical care activities in the Inpatient Pharmacy Section at the North Texas Health Care System, Dallas, TX. The Inpatient Pharmacy Supervisor must be a licensed pharmacist who is responsible for managing and coordinating comprehensive pharmaceutical care activities in the inpatient pharmacy for veterans within the North Texas Health Care System. The incumbent operates independently with a broad delegation of authority to coordinate all aspects of pharmacy services within the section. This position requires responsibility for complete technical/administrative authority over the work, which requires coordination and integration of work assignments within the pharmacy. Duties include but not limited to: Functions as a Pharmacy Supervisor regarding planning, directing, controlling, and coordinating comprehensive inpatient pharmacy services. Effectively coordinates workload, directs inpatient processes, and supports short and long-range objectives and goals, solves problems, and operates within budget and staffing guidelines. Oversees day-to-day maintenance and operation of pharmacy equipment and automation, such as Omnicells, Robot RX, Laminar Airflow Hoods, Biological Safety Cabinets, etc. Utilizes available reporting functions to optimize the efficiency of these systems. Creates, reviews, and updates standard operating procedures and contingency plans to meet operational requirements, prevent delays in care, and maintain inpatient services functioning. Collects, analyzes, and acts upon workload statistics, quality assurance data, productivity reports and workflow reports. Develops, coordinates, and executes performance standards that are realistic, challenging and support the organizational mission, vision, and goals. Ensures that employees meet performance standards and competencies and identifies areas for improvement as warranted. Effectively manages personnel to include resolving all labor relations issues. Establishes work schedules, allocates staff as needed to provide adequate coverage. Maintains time and attendance records and approves leave for assigned staff. Ensures assigned administrative projects and reports are submitted in a timely fashion. Maintains all pertinent professional and administrative records. Collaborates with the Associate Chief of Pharmacy, Select Operations to determine current and future budgetary, personnel, equipment, and space requirement for the Dallas Inpatient Pharmacy and participates in inventory control and management. Effectively utilizes and maintains proficiency with the Veterans Integrated Systems Technology Architecture (VISTA), Computerized Patient Record System (CPRS) and other automated pharmacy equipment and computer software systems as operational dictates require. 11. Assists in assuring that the Inpatient Pharmacy Program is compliant with all regulatory and accrediting body requirements (i.e., SOARS, CAP, JC, FDA, ASHP, USP 797, etc). Adheres to all medical center and department policies and regulations. Evaluates employees' workplace functions and ensures they are provided the resources and training to safely perform their duties within Environmental Safety and Occupational Health (ESOH) regulatory requirements. Investigates hazardous situations by employees, conduct injury and illness investigations, and complete all injury, illness and fatality reporting as soon as they become aware of the situation. Reports work practices not in compliance with OSHA, EPA, or other regulatory requirements, and ensures corrective actions are instituted. Works with other pharmacy managers, supervisors, and staff to identify areas of duplication of efforts and develops solutions to streamline processes, reduce waste, reduce costs, and improve patient care. Attends staff meetings, keeps pharmacy administration informed on inpatient matters and related issues pertinent to inpatient operational efficiency. Shares knowledge with staff as necessary to keep staff informed. Communicates effectively orally and in writing to persuade and influence clinical and management decisions. Work Schedule: Monday through Friday 7:00 AM to 3:30 PM; Hours may be extended or adjusted to meet operational needs; Weekend and/or holiday coverage may also be needed. Qualifications

Health professional Trainees (HPTs) who are on track to graduate/complete the requirements should respond as if they have met the requirements. Provide details in the narrative sections of the assessment. Basic Requirements: Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (Must submit a copy of Transcripts) (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Pharmacy Supervisor Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignment. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Demonstrated KSAs. Pharmacists assigned to this position must also demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. Preferred Experience: Supervisory Experience Inpatient pharmacy experience in a fast paced hospital setting Residency training in Hospital References: VA Handbook 5005/55 Part II Appendix G15 dated June 7, 2012 The full performance level of this vacancy is GS-13.
