The Office of Behavioral Interventions oversees a complex array of evidence-based assessments, evaluations, and cognitive behavior interventions, as well as innovative practices, and case management services that collectively, are designed to mitigate recidivism risk factors, quickly match offenders to appropriate services, and sustain positive change throughout the offender's supervision lifecycle and continuum of care.
Duties
Serves as the senior official for planning, policy, and program activities related to Behavioral Intervention programs and services. Decides on the scope of work for subordinate staff responsible for a variety of Behavioral Intervention functions and programs. Delegates the work of staff while ensuring effective operations and communications of program initiatives throughout the Office of Behavioral Interventions (OBI).
Serves as CSOSA's primary representative in meetings with high-level officials to present and negotiate strategies for Behavioral Intervention initiatives and programs.
Works with CSOSA's top leaders and management to direct a program to assess business plans and program requirements. Oversees the development of Behavioral Intervention programs and initiatives to support organizational objectives. Plays a key leadership role in the design of CSOSA's strategic and implementation plans.
Monitors new and proposed legislation and regulations for impact on CSOSA program activities. Applies current awareness of emerging trends and developments in Behavioral Intervention programs and activities.
Participates in task forces and committees to respond to Congressional and regulatory inquiries.
Performs the full range of executive and managerial duties, assuming and exercising leadership responsibility for the Behavioral Intervention mission and functions. Supervises subordinate technical program staff (responsible for a wide range of program areas including program analysis, quality assurance, and community relations) and staff involved in administrative functions.

- Individuals entering the Senior Executive Service for the first time are subject to a one-year probationary period.
Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
- Directing the work of an organizational unit;
- Ensuring the success of one or more specific major programs or projects;
- Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
- Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.
Failure to meet the basic qualification requirement and address all Mandatory Technical Qualifications and Executive Core Qualification factors will result in your application being disqualified.

ECQ 3: RESULTS DRIVEN - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4: BUSINESS ACUMEN - This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, state, local and tribal governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS: YOU MUST UPLOAD YOUR NARRATIVE STATEMENTS TO THE MANDATORY TECHNICAL QUALIFICATIONS (MTQs).
You must provide a separate narrative statement for each of the following Mandatory Technical Qualifications (MTQs) which describes fully, but concisely, how your experience supports each of the following qualifications. Your responses to the MTQs should be addressed separately, not to exceed two pages per MTQs. Failure to address these specific qualifications in a separate narrative statement will eliminate your application from consideration:
MTQ 1: Expert knowledge of the full range of qualitative and quantitative analysis techniques and methodologies, and knowledge of the theories, principles, and practices in the field of psycho-social and other behavioral sciences.
MTQ 2: In-depth knowledge and understanding of external and internal audit reports and documents related to the Behavioral Intervention programs.
MTQ 3: Comprehensive knowledge of new legislation, draft legislation, and Federal regulations that apply to Behavioral Intervention programs and initiatives.
MTQ 4: Broad knowledge of criminal justice administration and community relations, trends, policies, and programs related to Behavioral Intervention programs.
If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and certified by Office of Personnel Management (OPM), you only need to submit a narrative statement covering each of the MTQs listed above. You do not need to submit a narrative on the ECQs which have been already certified by OPM. (SES CDP graduates should submit a copy their CDP program certification with their package.)
