This position is with the First Responder Network Authority (FirstNet Authority), an independent authority within the National Telecommunications and Information Administration. Duties

This position is located within the Department of Commerce (DOC), National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Information Officer (OCIO), IT Operations and Services Division located in either Reston, VA or Boulder, CO. At the full performance level ZP-4 the major duties of this position include, but are not limited to the following: The incumbent will serve as a Systems Security Administrator within the Office of the Chief Information Officer, IT Operations and Services Division and will perform the following duties: 1. Providing systems administration and operations support of the FirstNet Authority IT infrastructure to include troubleshooting and resolving complex issues that may arise in the production environment and implementing enhancement to bolster the security posture to minimize security and operational risks to the IT infrastructure and services. 2. Providing technical oversight, management, installation, configuration, maintenance, monitoring and administration for the following FirstNet Authority systems: Microsoft Office 365 Suite of Services and Applications, Active Directory GPOs, Microsoft SCCM, Microsoft Cloud Services (Entra, Intune, & Virtual Machines), Commvault, NetApp, ServiceNow, etc., following industry best practices and in accordance with established Federal, Department of Commerce, NTIA, and FirstNet Authority regulations and polices. 3. Implementing security hardening and applies patches to affected systems to remedy security and other vulnerabilities in accordance with IT security best practices. 4. Serving as a subject matter expert on matters pertaining to computer, network and systems security, information and cyber security, general oversight and compliance. 5. Monitoring enterprise-level backup solution including installing client agents, verifying backup completion, verifying retention policies and data integrity, and configuring backup storage targets. 6. Conducting performance monitoring, event log monitoring, and maintenance tasks on all servers using all available tools such as SolarWinds. The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information Boulder, CO: $109,107 - $167,608 per annum Reston, VA: $112,015 - $172,075 per annum This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Requirements AND (2) Specialized Experience as described. (1) Basic Requirements: Individuals must have IT-related experience demonstrating EACH of the four competencies below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND (2) Specialized Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate to the position. To qualify for the ZP-IV (GS-13/14 equivalent), you must possess at least one full year of specialized experience equivalent to at least the ZP-III or GS-12 grade level in the federal service, or comparable experience not gained through federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as demonstrated experience with the following: 1. Utilizing Microsoft Active Directory to manage permissions and access to network resources. 2. Managing Microsoft 365 and/or Azure services to include managing user accounts, groups, and licenses and ensuring data security and compliance. 3. Imaging computers and deploying software updates to deploy enterprise end point devices utilizing tools such as Microsoft System Center Configuration Manager (SCCM), BigFix, or Ghost. 4. Managing virtual machines, storage, and backup/recovery solutions. MUST MEET ALL FOUR. All specialized experience must be clearly documented in your resume, or you will not receive further consideration.
