Duties
This position is located within the Department of Commerce (DOC), National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Information Officer (OCIO), IT Security Operations Division located in either Reston, VA or Boulder, CO.
At the full performance level ZP-4 the major duties of this position include, but are not limited to the following:
The incumbent will serve as a Cyber Security Systems Administrator within the Office of the Chief Information Officer, IT Security Operations Division and will perform the following duties:
1. Development and operation of IT networks. Typical assignments include responsibility for configuring and managing network servers and network software, the identification and correction of network problems, and the optimization of network performance.
2. Performs basic and applied research leading to improved methods for the protection of IT systems, including the development, application, analysis, and testing of security methods and systems which prevent or limit the loss of IT resources due to unauthorized access, destruction, disclosure, tampering, or alteration; studies IT system vulnerabilities and proposes solutions; develops security standards for both government and commercial use; instructs others on the proper application of IT security techniques.
3. Starting from a description of the problem or issue, develops, tests, documents and/or maintains IT system programs such as operating systems, utilities, compilers, system drivers, and performance management systems, to facilitate and control computer system operation and associated application programs; develops or implements algorithms based on knowledge available in the area that will be used to produce efficient IT system operation.
4. Provides systems and security operational and maintenance support of the FirstNet IT security infrastructure to include troubleshooting and resolving complex issues that may arise in the production environment and implementing enhancement to bolster the security posture to minimize security and operational risks to the IT security infrastructure and services.
5. Documents and maintains Standard Operating Procedures (SOPs), Systems documentation, processes and procedures relating to Systems Operations.
FirstNet has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
Boulder, CO: $109,107 - $167,608 per annum
Reston, VA: $112,015 - $172,075 per annum

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Requirements AND (2) Specialized Experience as described.
(1) Basic Requirements:
Individuals must have IT-related experience demonstrating EACH of the four competencies below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
(2) Specialized Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate to the position.
To qualify for the ZP-IV (GS-13/14 equivalent), you must possess at least one full year of specialized experience equivalent to at least the ZP-III or GS-12 grade level in the federal service, or comparable experience not gained through federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as demonstrated experience with the following:
1. Provides technical oversight, management, installation, configuration, maintenance, monitoring, or administration of the security infrastructure toolsets to include ALL of the following services: (a) Microsoft Office 365 Suite of Services and Applications, (b) Cloud security (software as a service and/or platform as a service), (c) Tenable, (d) End Detection and Response (EDR), and (e) Security Information and Event Management (SIEM).
2. Implements vulnerability management to affected systems to remedy security or other vulnerabilities in accordance with IT security best practices.
3. Responds to IT security related incidents with a security operations center.
4. Implements systems or security solutions that align with Trust Internet Connection 3.0, Zero-Trust Architecture.
