This position functions as the Deputy Health System Administrator for the White Earth Service Unit which is comprised of a main clinic in White Earth and satellite clinics in Naytahwaush and Pine Point. The purpose of this position is to function as a full Deputy to the Chief Executive Officer. The incumbent will relieve the CEO of the day-to-day management of the clinics as needed or necessary. This position reports to the Health System Administrator (Chief Executive Officer) or designee.
Duties
Responsible for the planning, development, organization, integration, administration and evaluation of a comprehensive health care delivery system.
Develop, establish and direct the implementation and execution of overall policies and procedures for the administration and operations of the organization.
Ensure compliance with Area Office, IHS Headquarters and accreditation guideline's.
Provide program direction to the key administrative and professional staff members.
Communicate regularly with organizational departments and programs and Tribal Officials.
Performs other duties as deemed necessary by the CEO.
Qualifications

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-13: One year of Specialized Experience equivalent to at least the GS-12 Grade Level.
Examples of Specialized Experience GS-13: This position require knowledge of the specialized administrative requirements of health care delivery systems, and sufficient knowledge of clinical practices, procedures and standards to be able to participate in the executive leadership of the entire health delivery system.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
