This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Contract Specialist supports the U.S. Army Joint Munition Command, Radford Army Ammunition Plant located at Radford, VA.

Duties

Monitors the progress of contracts ensuring compliance with contract requirements. Performs pre-award and post award contracts at the nations sole explosive production Government Owned Contractor Operated (GOCO) facility. Conducts contract negotiation, contract administration and plant clearance functions for the entire plant. Studies documents and determines reasonableness, allowability, allocability to ensure soundness of expenditures. Reviews administrative documents supporting contractor transactions presented for reimbursement by the Government, to ensure reimbursement procedures are followed and money is properly spent. Reviews contractor’s administrative operation to ensure proper controls are established to meet Government requirements with respect to finance and accounting, procurement, reimbursement, salary and wage structure, personnel, and employment. Ensure appropriate funding, negotiate terms and conditions based on objectives obtained for purchase requests. Conducts contract negotiation, contract administration and plant clearance functions for the entire plant, at the discretion of the Procurement Contracting Officer. Responsible for review and evaluation of proposals, preparing the Government’s negotiation position.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position may require travel up 25% of the time.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • The incumbent must meet DOD 5000.52-M requirement applicable to the duties of the position.
  • This position is designated as Mission Essential. The employee can be required to remain on duty or report for duty during contingency operations or other emergency situations. **
  • **Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
  • This is an Acquisition, Logistics, and Technology Workforce position. Selectee must meet position requirements for Contracting Professional Certification within 36 months of entrance on duty.
  • This position requires a Secret security clearance. Applicants must possess or be able to obtain and maintain a Secret security clearance,

Qualifications

Additional information about transcripts is in this document. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution. (must submit transcript) Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which involves: 1) Applying post-award contracting and contract administration functions; 2) Interpreting contract provisions for contracts, provide appropriate advice/guidance and solve a variety of contracting problems; and 3) Reviews administrative documents supporting transactions presented for reimbursement by the organization, to ensure reimbursement procedures are followed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
