This position is located at the Architect of the Capitol (AOC), Office of the Chief Operating Officer (OCOO), Director Capitol Grounds and Arboretum (CGA), Administrative Services Division. The selectee will serve as the Business Operations Manager for CGA, providing essential business services, analytical and management leadership related to the goals and operations of CGA.
Duties
The selectee performs financial management functions and carries out contracting and human capital management, including labor relations, logistical procurement and inventory management, fleet and strategic planning, coordinating annual performance monitoring, reporting, business communication, cooperative agreements and other delegated authorities.

Within the resume, candidates must demonstrate evidence of the specialized experience which relates to the Knowledge, Skills and Abilities required to successfully perform the duties of the position. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.
Specialized experience for this position includes the following:
Leading and/or supervising a diverse team of permanent and temporary staff, including responsibility for performance management, employee development, and discipline;
Providing essential business services and organizational leadership support in budget and financial management, acquisition and material management, human capital management and other delegated authorities;
Performing reviews to plan, develop and execute organizational structure changes, processes, and strategic initiatives in order to improve operations and organizational effectiveness;
Managing procurement activities including purchase card programs, contracts, and material management programs; and
Serving as organizational liaison and working with internal and external entities at various levels to ensure organizational objectives are achieved (i.e. Congress and congressional staff, congressional committees, stakeholders, Federal and state government officials and program managers).
