The position is located with the CPAC, organizationally aligned under the Chief Finance Officer in the Veteran Services Department, with the position serving as a Program Support Assistant (PSA). The CPAC is a regionally consolidated business entity established to increase revenue operations throughout the VHA network.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Explains VA financial programs, VA regulatory requirements, and available debt management options. Gathers relevant documents and data from multiple VHA and VBA systems (when necessary) and completes adjustments to Veteran copayment accounts as needed to resolve Veteran requests for debt relief and assistance. Performs account reconciliation of first party bills needing remedy action. Is responsible for contacting Veteran customers to provide additional debt relief options in response to Veteran requests or in response to Veteran customer needs. Performs all bill level account adjustments necessary for these transactions within the VA VistA system, including balance decreases, terminations, and/or the waiving of bill balance transactions. Work Schedule: Monday - Friday; 40 hrs./wk., Tour of Duty set based on organizational need Position Description Title/PD#: Program Support Assistant/PD73256A and PD53003A Physical Requirements: The work is mainly sedentary performed in an office environment. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level. Specialized experience includes: 1) Gathers relevant documents and data from multiple systems. 2) Collects, compiles and/or tracks data for the preparation of statistical, financial and/or administrative reports. 3) Provides timely, accurate and complete responses to inquiries. OR Applicants may substitute education for the experience required for the GS-05 level.GS-05: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR Applicants may also combine education and experience to qualify at the GS-05 level.GS-05: Combination of Education and Experience (TRANSCRIPTS REQUIED): Do you possess a combination of successfully completed education and experience to meet the total experience requirements. (i.e. 6 months of specialized experience and 3 years of education above the high school level)? NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level. Specialized experience includes: 1) Conducts follow-up contact with customers through telephonic, electronic or written media to ensure all services provided were proficiently provided and appropriate. 2) Completes adjustments to co-payment accounts as needed to resolve requests for debt relief and assistance. 3) Provides guidance and recommendations to customers on related options available for remedy relief. 4) Makes determinations as to the correct course of remedy and eligibility for co-payment charge adjustments. 5) Documents and completes an electronic record explaining all actions performed. Applicants may substitute education for the experience required for the GS-05 level. There is no educational substitution for the GS-06 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
