About the Position: Serve as the Chief of the Programs and Civil Works Branch responsible for vertical and horizontal integration of the District's program management, primarily to deliver Civil Works and a limited role to deliver Military, Environmental and IIS projects for the District assigned missions.
Duties
Establish and monitor objectives necessary to meet Congressional, OSD, HQUSACE, District and customer goals relative to various Civil Works, Military, Environment, and IIS programs, and manage all phases of the District's programs.
Exercise complete authority to establish and require use of management and control systems throughout the District that will facilitate recognition of the potential program slippage.
Provide support in maintaining the District's operating budget, develop data for CEMRS (manpower) modeling and maintain the P3MD operating budget.
Maintain automated data systems including the Project Management Information System (PROMIS) suite of programs and Corps of Engineers Financial Management System (CEFMS) and manage Civil Works data in PROMIS and CEFMS.
Perform supervisory functions such as evaluating performance, interviewing applicants, making final selections for vacancies, determining training needs, recommending incentive awards and disciplinary action, acting on personnel management problems.
Provide key technical input which may have significant impact on the development and financial management of the Civil Works program, as well as the financial management of the Military, Environmental, and IIS programs.

Specialized Experience: One year of specialized experience which includes: Applying technical expertise and extensive knowledge of management concepts, principles, and practices to develop, administer and manage programs related to Civil Works, Military, Environmental or similar projects; Making technical recommendations and decisions on programming matters related to functional elements such as Planning, Engineering, Construction, Operations, Resource Management, Real Estate, and Contracting; Researching Civil Works authorities and integrating findings into a comprehensive budget submittal for approval; Providing supervision to subordinate staff, managing daily and long-term workload and coordinating the work requirements associated with assigned program.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
