About the Position: As the Exceptional Family Member Program Specialist, you will be responsible for identifying, coordinating and obtaining a variety of resources and services for Army Family members who have physical, developmental, emotional or intellectual handicaps. The position is located at the U.S. Army Andrew Rader Clinic in Fort Myer, Virginia.

Duties

Establish and maintain contact with State and local government, and civilian sector educational and service organizations; ensure maximum availability of resources and services for eligible military families. Interview parents to evaluate special needs, provide information on their rights and responsibilities under Local, State, and Federal laws, and advise on the availability of community services and resources. Use automated data processing software (i.e. Composite Health Care System (CHCS), Armed Forces Health Longitudinal Technology Application (AHLTA), and Medical Occupation Data System (MODS)) for clerical, statistical, analytical, and data entry. Establish and maintain cooperative partnerships with on- and off-post providers of special needs services for delivery of integrated program services. Define military family special needs for community and state agencies, initiates actions to establish local availability when lacking, and partners with agencies to obtain services. Develop an EFMP command information and education program to include on and off post publicity, marketing plans, awareness briefings for command, unit, and community organizations. Prepare the Annual EFMP assessment guide, monitors installation compliance with Army Regulation, and distributes appropriately.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires the incumbent to have tuberculosis testing.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Individual Basic Requirements for Exceptional Family Member Program Specialist: Degree: Behavioral or Social Science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes establishing, implementing, and maintaining an EFMP (Exceptional Family Member Program) in coordination with installation EFMP components for military family members who have physical, developmental, mental, emotional, or intellectual impairments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Customer ServicePartneringTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
