This position is located in the Support Services Division, Office of the Executive Director, Bureau of Global Public Affairs (GPA/EX/GSO), Department of State (DoS). The mission of the Bureau of Global Public Affairs (GPA) is to serve the American people by effectively communicating U.S. foreign policy priorities and the importance of diplomacy to American audiences and engaging foreign publics to enhance their understanding of and support for the values and policies of the United States.
Duties
Provides contract and procurement policy/program management support including resource planning and
development for multi-year programs, systems, goods, and/or services to ensure a high quality, flexible, support program.
Performs contract administration responsibilities that include recommending approval of incremental funding, preparing rate and cost adjustments, redirection of effort, coordinating time extensions and incorporating change orders.
Monitors the issuance of Government property, reviews, recommends approval of progress, tracks final payments in a regularly updated invoice tracking spreadsheet, and closes out contracts.
Prepares, processes, evaluates, and maintains contracts, including maintaining task order tracking spreadsheets or other documentation to monitor status of all contracts and task orders.
Provides guidance and oversight to Government Technical Managers (GTMs) and reports on status of project activities.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing contract policy and program management support.
Experience providing procurement policy and program management support.
Experience developing tracking tools to manage program analysis.
There is no substitute of education for specialized experience for the GS-12 position.
