Serves as a Utilities Operations Engineer for the Facilities Management and Operations Division, overseeing the operations and maintenance of utilities and water plant operations in the Utilities and Plant Operations Branch for NASA Johnson Space Center. Duties included within a specialty that involves the planning, design, and development of horizontal infrastructure, facilities, systems, and equipment used in the conduct of aerospace research, development, and operations programs.
Duties
Supports Operations and Maintenance (O and M) group to maintain and upgrade horizontal site utilities (including water, sewer, storm drainage, gas, etc.).
Oversees engineering configuration and operation of campus utility systems to ensure optimal efficiencies and availability. Functions as Facility Manager for various site utilities and related facilities, i.e., lift stations, water plant, etc.
Researches and analyzes long-range needs and critical problems or issues for utilities programs and operations to assess needed repairs, construction, or rehabilitation projects.
Develops scopes of work and manages engineering projects for upgrades of site utilities systems and facilities to improve efficiency or capacity.
Reviews engineering project designs and provides technical assistance to the project manager for large capital projects. Reviews and approves all utility isolation (make safe) procedures for project work.
Oversees site O and M contractor for proper performance in maintaining and operating the site water disinfection plant.
Serves as site representative for Texas Commission on Environmental Quality (TCEQ) for periodic site inspections and providing Disinfectant Level Quarterly Operating Reports and local utility provider for verification of services.
Oversees the Site Bridge Inspection program, including facilitating state mandated bridge inspections and coordinating and inspecting repairs by the site maintenance contractor.
Serves as Contracting Officer Representative (COR) for contracts with utility provider, including verification of services and approval of monthly invoices and special funded projects and repairs.
Liaisons with the Site environmental office and participates in drinking water meetings and review Annual Drinking Water Monitoring plan.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Reviewing project drawings, specifications, submittals or related documents for engineering projects to ensure correctness;
Performing project work involving design, commissioning, or operations and maintenance for facilities-related equipment and systems (i.e., water, sewer, storm drainage, gas, fire, plumbing, heating ventilating and air conditioning (HVAC) systems, other building/site systems or similar infrastructure); and
Providing status updates/reports of projects or contracts to various audiences (i.e. internal and external customers, stakeholders, or management).

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
