The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benet Laboratories) collocated with a manufacturing facility (Arsenal).
Duties
As the senior on duty supervisory police officer, assists and guides the activities of subordinates engaged in law enforcement work.
Coordinates emergency responses between law enforcement, security, fire, and other emergency units, and receives and acts on calls concerning reports of violations or complaints.
Maintains communications with mobile patrol units and posts and passes directions and information to subordinate law enforcement supervisors and law enforcement officers on patrol assignments.
Supervises thorough investigations of motor vehicle accidents or other incidents ranging from violations of simple rules, felonies and potential terrorist acts.
Responsible for the proper and accurate preparation of law enforcement related reports and forms, including statements, advice of rights documents, accident reports, field investigation reports and other correspondence as necessary.
Assigns work based on priorities, level of difficulty/requirements of the assignment and the capabilities of the employees.
Develops, initiates, and critiques training exercises to evaluate the effectiveness of the security force.
Ensures proper response to various calls for law enforcement services at all levels (felony and misdemeanor), to include crimes in progress, citizen complaints, and emergency situations to include natural and manmade disasters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain and maintain a secret level security clearance.
- Incumbent will be required to successfully complete a medical examination prior to employment and annually thereafter to include drug detection urinalysis and determination of mental and emotional stability.
- Incumbent will be subject to the requirements of the Individual Reliability Program (IRP).
- This position is a Testing Designated Position (TDP) subject to pre-employment and random drug testing.
- This position is subject to the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- Incumbent will be required to qualify with assigned weapons and to familiarize with special weapons commensurate with the duties assigned.
- Incumbent must be able to obtain and maintain a valid NYS Motor Vehicle License.
- Incumbent must wear police officer uniform and is required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, shields, body armor, and maintain a high state of appearance and hygiene.
- Incumbent will be subject to less than lethal weapons (OC pepper spray certification).
- Incumbent must graduate from the U.S. Army Military Police School (USAMPS) Civilian Police Academy and complete the Field Training Officer (FTO) within one year of hire, depending on course availability and/or funding.
- Incumbent must complete initial and annual CPR certification and first aid within one year of hire, depending on course availability and/or funding.
- Incumbent must work rotating shifts and other than normal duty hours, which may include evenings, weekends, and/or holidays and overtime.
- This position is designated as Mission Essential. In the event of severe weather conditions or other emergency type situations (natural/man-made disaster) you are required to report to work or remain at work as scheduled to support mission operation.
- This position requires you to pass a pre-employment physical agility test and annual physical agility test thereafter.
- This position has a requirement to lift up to 20 lbs. in the regular performance of duties.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: (1) Leading and/or supervising employees in the area of law enforcement; (2) Enforcing a wide range of law enforcement/security laws, traffic codes, regulations, directives, and procedures; and (3) Preparing reports such as: sworn statements, affidavits, and in-depth reports pertaining to law enforcement operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
