Duties

This position starts at a salary of $121,238.00 (GS-14, Step 1) to $157,607.00 (GS-14, Step 10) with promotion potential to $157,607 (GS-14, Step 10). This position is located within the U.S. Customs and Border Protection (CBP), Operations Support (OS), Planning, Analysis, and Requirements Directorate (PARE), Enterprise Analytics Division (EAD). The primary purpose of this position is to serve as an expert and senior analyst on current analytical tools and techniques and advisor to CBP organizational elements on applying analytics to their challenges. The duties include but are not limited to the following: Planning, researching, and implementing the full scope of projects requiring interpretation and application of workforce, financial, operational and performance management data. Conducting mission thread analysis to examine end-to-end CBP level functions and capabilities while identifying critical nodes and vulnerabilities to provide engineered mission-based outputs to the requirements process, guide prototypes, provide design options and inform investment decisions. Analyzing and evaluating the accuracy and validity of data. Developing forecasting and cost-benefit models for budget planning purposes. Performing, analyzing, developing automated models for subsequent use, and developing dashboards to assist ongoing monitoring to help inform agency decisions.

Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. NOTE: You must submit academic transcripts demonstrating that you meet the qualifying educational requirements listed above. You must supply transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work. If you do not submit sufficient academic documentation necessary to demonstrate that you meet the Basic Requirement described above, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy. In addition to the education requirement listed above, you must also meet the specialized experience below: Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing expertise to management through the application of advanced data science techniques including data extraction, transformation, cleaning, modeling, machine learning, and artificial intelligence (AI) to process and extract insights from structured and unstructured data. Serving as a representative on data science matters in contacts with agencies/organizations to participate in planning long-range research and development processes. Providing guidance for solutions to a variety of complex challenges to the programs that have a significant impact on personnel decisions. Communicating a synthesis of data science topics or issues and analytics solutions. Applying effective communication, both orally and in writing to articulate findings and recommendations and explain information and principles (both to statisticians and data science professionals) in a manner that is easily understood and fit for decision-making. Planning, organizing, and directing team-task efforts across organizational lines, including monitoring progress to ensure that realistic objectives and milestones are established, to clearly assign responsibilities, and to get mission requirements accomplished in a timely manner. Using one or more relevant data science programming languages such as, R, Python, SQL, MATLAB; the use of an integrated development environment (IDE) such as, RStudio.
