Duties

You will provide overall coordination of the construction quality management program for assigned projects. You will review and provide recommendations towards the approval of contractor quality control plans. You will arrange and coordinate pre-final and final acceptance inspections, tracking completion of punch list items and supporting the close-out process including delivery of as-built drawings, warranties, O+M manuals, and spare parts turnover. You will perform cursory review to provide recommendations towards the acceptance of an Accident Prevention Plan and actively enforce compliance by the contractor.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This is a bargaining unit position.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying engineering concepts, principles, and practices applicable to the full range of engineering disciplines (such as civil, mechanical, electrical, and environmental) to support the design, layout, execution, and supervision of construction operations; 2) Solving problems encountered during construction operations; 3) Reviewing technical engineering specifications, drawings, and statements of work covering complex and diverse engineering designs or changes for constructability and accuracy; and 4) Assessing how frequent changes in design or other engineering requirements affect other parts of construction projects.
