You will serve as IT PROJECT MANAGER (PLCYPLN) in the Navy Cyber Integrated Product Team in the C4ISR DEPT (01C21)
of Naval Information Warfare Center, Atlantic.
The salary range includes 16.50% locality pay established for the Charleston, SC geographic location.
The salary range includes 32.49% locality pay established for the Fort Meade, MD geographic location.
Duties
You will develop and execute complex program acquisition plans to meet cost, schedule, and performance constraints.
You will plan personnel resources required to execute complex programs working with competency leaders.
You will develop and execute risk management plans to meet cost, schedule, and performance for complex programs.
You will apply knowledge of computer networking concepts/operations, protocols, and network security methodologies as well as defensive and offensive cyber operations, signals intelligence and cyberspace warfighting capability.
You will exercise leadership and promote diversified team building across the Command.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 level Entry/Apprentice within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Project or program team leadership experience managing and reporting milestones, cost, schedule and performance; determining resource requirements; and coordinating requirements and execution with sponsors and other stakeholders.

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Design or conduct analytical studies, cost-benefit analyses, or other research.

3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Articulate facts and ideas concerning complex technical issues involving networks and cybersecurity.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Evaluate the impact of changes in business needs on current policy.
