You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the PROPERTY MANAGEMENT DEPARTMENT of NAVSEALOGCENKYPTDIVNUWC MECH PA in St. Julius Creek, VA.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to the GS-11 and GS-12.
Duties
You will serve as a technical authority for Operating Materials and Supply warehouse management processes and operations and Navy enterprise resource planning (ERP) warehouse management functionality.
You will perform procedural and operational taskings associated with day to day warehouse operations.
You will interpret and provide technical guidance in the application of supply management policies and operational guidance regarding methods and procedures.
You will identify, report and resolve deviations from cost projections.
You will address deviations in schedule and address and resolve technical administrative issues.
You will identify and monitor changes in customer requirements, technological and operational developments and logistics support delivery systems.
You will enforce established material management policies to ensure the warehouses are compliant with Navy's Financial Improvement and Audit Readiness and will recommend policy/procedural changes for improved supply effectiveness.

- You will be required to possess and maintain a current valid United States driver’s license.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to successfully complete a pre-appointment physical examination.
- Must be able to obtain a Forklift/MHE license and/or certification within 90 days of appointment and maintain thereafter every five years until age 60 and annually thereafter.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NT-03 (GS-9/10 grade level equivalency), in the federal service or equivalent experience in the private or public sector leading work and providing technical guidance to ensure effective and efficient warehouse operations for a supply program.

Education
The following education may be substituted for specialized experience at the NT-04:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
