This position is located in Lowell National Historical Park, in the Intrepretation & Education Division.

Duties

Lead a team that creates and implements strategy for dynamic interpretation, education, volunteer, youth, and community engagement programs. Manage the team and resources that operate a museum, visitor center, special exhibits, delivers interpretive and educational programs and media. Serve as principal advisor to the Superintendent's Office on interpretation, education, media, volunteer management, youth management, visitor services, and community engagement. Oversee the administration and fiscal responsibilities of the interpretation, education, youth, volunteer, community engagement programs. Coordinate and develop long and short term plans for a complex year-round interpretive, education, youth, volunteer, visitor services, and community engagement programs. Lowell National Historical Park is located in Lowell, Massachusetts, which is 35 miles northwest of Boston and served by Boston commuter rail service. The history of America's Industrial Revolution is commemorated in downtown Lowell. The Boott Cotton Mills Museum with its weave room of 88 operating looms, an 1840's boardinghouses, the Suffolk Mill turbine, and guided tours tell the story of transition from farm to factory, chronicle immigrant and labor history, and trace industrial technology. The canal ways are an integral part of the city and offer ample opportunities for walking around our beautiful urban park. The City of Lowell is centrally located in New England with a wide variety of cultural and recreational activities easily accessible. Beaches and mountains are within two hours drive. The University of Massachusetts at Lowell, as well as colleges and universities in the Boston area provide many cultural and educational opportunities. The variety of restaurants in Lowell reflect the dynamic composition of the city. Temperatures range from the high teens in winter to 80 degrees or more in summer. A great variety of services are available in the area, including, medical, schools, churches, shopping, etc. Homes and rentals are readily available with many staff living in Massachusetts and southern New Hampshire. ICTAP/CTAP Clearance: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Qualifications

All qualifications must be met by the closing date of this announcement-10/13/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position, and that is typically in or related to the work of the position to be filled. Such specialized experience may include but is not limited to: 1) Managing the overall operations and resources of an interpretation, education, visitor services and/or partner and volunteer organization; 2) Developing and implementing strategic plans, collaborating with others to plan park programs, develop budgets, and accomplish mission goals; 3) Applying extensive knowledge of regulations, policies, and guidelines relating to the administrative and overall management of an interpretation, education, and partnerships; 4) Handling a broad range of complex issues associated with the management of a complex visitor operation. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
