The primary purpose of this position CONTRACT PRICE/COST ANALYST, GS-1102-13,is to provide expert level contract price/cost advice and guidance to contracting personnel, program managers, engineers on unusually difficult and/or unprecedented or nearly unprecedented issues.
Duties
Interpret and implements AFMC pricing policies and provides guidance and support to acquisition integrated production teams (IPTs) and source selection teams.
Guide contracting and program office personnel in analyzing and evaluating each element of cost.
Prepare and conducts training sessions for acquisition integrated product teams, including PCO/Buyer sessions.
Assist acquisition integrated production teams (IPTs).
Accurately document results of cost and price analyses and market surveys.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1102 Contracting Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS.
OR
A current member of the Armed Forces (not retired or separated) OR a current DoD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; (3) is in the contingency contracting force; OR, (4) is described in subsection (e)(1)(B) of 10 USC 1724.
AND
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: the knowledge and skill sufficient to provide expert technical leadership in the full range of cost/price analysis; the knowledge and ability to develop complex contractual pricing arrangements and incentives; knowledge of complex corporate cost structures to evaluate accounting systems for overhead development and cost allocation.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Government and agency-specific guidelines and business practices, including statues, regulations, policies and procedures that cover different contract types.
Knowledge of business practices and market conditions applicable to acquisition requirements.
Knowledge of assigned contracting and procurement specializations, and applicable contract types.
Ability to negotiate.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
