THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRCRAFT LOADMASTER (INSTRUCTOR) (TITLE 32), Position Description Number D2300000 and is part of the IL 182 AW, National Guard.

Duties

As a AIRCRAFT LOADMASTER (INSTRUCTOR) (TITLE 32), GS-2185-9, you will administer, schedule, and conduct flight and ground training which develops, upgrades, and evaluates the skills of loadmaster aircrew members; to perform aircrew duties as instructor loadmaster in the unit type aircraft and to perform related staff support duties; to train crewmembers in these duties. Major Duties - This is NOT an all-inclusive list: Determine numbers of aircraft and loading crews/vehicles needed to support proposed missions. Accomplish coordination to verify availability of aircraft and previously scheduled commitments. Coordinate and identify user needs for joint service and multinational training missions; attends preplanning meetings, on site surveys with other Services' personnel to determine aircraft requirements and procedures to be employed during joint exercises. Advise and make determinations on issues involving passenger safety, and safety of flight matters involving weight and balance data, shipment and compatibility of various types of cargo and cargo/personnel combinations, hazardous materials in excessive quantities, special handling security cargo such as courier materials, and registered mail. Develop and provide technical loadmaster upgrade and proficiency training/instruction to aircrew members. Develop and provide instruction techniques used for various Mission Specific Duties. Develop instructional standards, training plans, tests, lesson plans, and other training material. Develop, establish, validate, and maintain unit loadmaster training program. Determine amounts and sizes of loading vehicles/crews and any other support equipment/personnel required. Perform aircraft inspection to determine aircraft airworthiness. During emergencies, direct the safe evacuation of the aircraft through exits/hatches and assign duties to crew members and passengers to assist in survival. Evaluate student performance, annotate and maintain student training records. Ensure students safely execute the demonstrated methods of flight duties. Counsel students, evaluate student potential, make determinations on readiness for evaluation, and recommend/initiate military reclassification actions as appropriate. Schedule and conduct ground and flight training for qualification and proficiency requirements, encompassing all loadmaster crew duties.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Must attain and maintain mission-ready status at the appropriate crew qualification level in the unit's assigned aircraft.
  • Periodically, must take and pass written and in-flight standardization evaluation examinations to include random no notice evaluations.
  • May require travel in military and commercial aircraft to perform temporary duty assignments.
  • Must be instructor qualified, maintaining proficiency in the Principles of Instruction.
  • May require flight examiner qualification.
  • Required to maintain proficiency in the use of firearms. May be required to carry and use a concealed weapon while performing aircrew related duties.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only - Minimum rank of TSgt. Maximum rank of MSgt. GENERAL EXPERIENCE: MUST possess experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight. SPECIALIZED EXPERIENCE: GS-9 Level - MUST possess at least 6 months experience as a C-130H Loadmaster. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
