The primary purpose of this position is to serve as the senior Information Technology (IT), Operational Technology (OT), and Cybersecurity expert for the squadron, as well as the wing's Industrial Control Systems (ICS) Manager; providing both technical expertise as well as broad program and management oversight.

Duties

Serves as the senior specialist and focal point for the Civil Engineer Squadron's IT and OT operating systems. Serves as CES IT/OT portfolio manager, advising leadership on mission requirements and representing the CES with a variety of external organizations to support mission needs. Maintains required IT and OT hardware/ software programs to support mission needs. Develops and recommends technical solutions prior to acquisition efforts. Exercises supervisory personnel management responsibilities.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted. Failure to receive the proper IA certification may result in removal.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license will be required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • A pre-employment physical is required for this position.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one (1) year of specialized experience equivalent to the GS-09 grade level or equivalent in other pay systems. Specialized experience includes knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. Knowledge of configuration management methods and techniques for integrating information system components sufficient to install and maintain software and hardware, optimize functionality of systems, and diagnose and recover failed systems. Knowledge of methods, principles, and practices covering troubleshooting of complex computer system failures, recovery of systems, adjusting, modifying, and improving systems to include hardware and software components. In-depth knowledge of IT cybersecurity principles, methods, practices, systems, and procedures sufficient to evaluate, implement, and disseminate IT security tools and procedures; apply network operations and protocols; apply computer forensics; monitor and evaluate system compliance; and ensure the protection and restoration of IT systems, services, and capabilities. OR EDUCATION: Completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Note: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of a broad range of IT cybersecurity principles, concepts, and methods to investigate, analyze, and respond to cyber incidents within a computer network environment or enclave. 2. Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. 3. Knowledge of IT security principles, concepts, practices, systems software, database software, and immediate access storage technology to carry out activities leading to security certification or accreditation. 4. Knowledge of IT security principles, policies, products, and services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g., destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications. 5. Knowledge of commonly applied telecommunications principles, concepts, and methodologies, operating characteristics and capabilities of systems, media, equipment, and related software systems, processes, and procedures to assess the efficiency of operations and make recommendations involving equipment and system integrity. 6. Ability to communicate effectively, both orally and in writing. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization; and apply agency safety, security, personnel management, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
