The Management Operations Directorate, Information and Logistics Management Division, Supply and Equipment Management Branch, Goddard Space Flight Center (GSFC), is seeking an Industrial Property Management Specialist to serve as a technical expert, with responsibility for management, direction, coordination, and implementation of property policies, procedures, and regulations involving the acquisition, utilization, control, and plant clearance of Government Furnished Property (GFP).

Duties

Serves as property administrator interpreting and applying special or unique contractual provisions to resolve complex property administration problems. Monitors and independently reviews contractor performance through site visits and correspondence to ensure compliance with the terms and conditions of the contract. Approves all documentation associated with property and property loaned to internal and external entities and ensures contractor requests for authority to obtain supplies and materials are in accordance with contract provisions. Performs site visits as required by the NASA Federal Acquisition Regulations supplement and oversees contractor procurement, shipping, and receiving documentation; assists in resolving property management issues. Develops and maintains an evaluation/monitoring program to ensure personal property management activities are being conducted in accordance with established policy and procedures; prepares reports and findings. Reviews proposed grants and contracts prior to award and performs tasks related to contract/grant/agreement processes. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Monitoring contractor performance to ensure compliance with contract requirements and procurement regulations pertaining to property; Maintaining evaluation/monitoring program(s) for personal property management activities in accordance with policy and procedures; and Creating written reports to document contractor property management performance.
