You will serve as a Engineering Technician in the Public Works Business Line, Facilities Engineering and Acquisition Division of NAVAL FAC ENGINEERING CMD WASH.
Duties
You will review project plans and specifications prior to contract award for technical soundness to determine practicability from a construction management standpoint.
You will advise (e.g., problem investigation, analysis, and resolution) to assist with projects pertaining to design, installation, maintenance or repair.
You will perform contract surveillance duties (e.g., pre-bid quality assurance, tasks, quality assurance inspections, and performance of contract administration functions) to ensure compliance with contract specifications.
You will develop detailed cost estimates identifying required man-hours and materials necessary to support work efforts.
You will create written documents (e.g., specifications, test required documents, drawings) to outline recommendations on technical engineering projects.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For the GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviews as-built drawings, verifies existing conditions and develops scopes of work in sufficient detail for accomplishing the work; 2) Prepares detailed technical and performance portions and develops cost estimates for contracts and task orders portion of specifications; 3) Performs pre-award review of contractor proposals and technical questions as required by the Acquisition Branch; 4) Analyzes bids and makes recommendations for awards, price negotiations and for changes in original specifications; 5) Gathers information on scope of work, visiting job sites, and referencing industry standards and codes to determine exact requirements for work.
