About the Position: You will serve as the Senior Construction Safety & Occupational Health Specialist for the Constructions Branch of the US Army Corps of Engineers, Detroit District. This position establishes goals, objectives, plans, programs, budget and assessment of the Detroit District's Construction S&OH Program, supporting basic to highly complex and unique construction projects at the District office, field offices, and construction sites across the District's area of responsibility.

Duties

Identify what adverse safety-related events can occur and the likelihood of occurrence, severity of results, risks, and controls. Perform technical writing, prepare briefs, present findings to senior leadership, etc. in order to make recommendations to senior managers, designers, construction area/resident/project engineers, government agencies, and others. Review contractor and government submitted Accident Prevention Plans (APPs), Activity Hazard Analyses (AHA), and other Site Specific Safety Plans. Communicate findings of safety and occupational health deficiencies with recommendations for corrective actions. Assess onsite safety inspections of contractor work sites, processes, and facilities for compliance with established safety and occupational health policies, standards and requirements ,including OSHA and EM385-1-1. Assist design and construction engineers in the application of life safety codes and safety engineering standards. Investigate accidents and/or review accident reports to evaluate the adequacy of corrective actions required. Develop a broad range of simple to complex safety and occupational health training programs, courses, and materials. Serve as lead for the Construction Safety and Occupational Health portion of annual ISO audits of field construction offices and project compliance with established procedures for construction execution.

Qualifications for GS-11 Specialized Experience: One year of specialized experience which includes working within a construction safety program; monitoring and ensuring compliance with applicable occupational safety laws, regulations, organizational standards, and industry practices; prepare or review standard operating procedures, organizational safety plans, and project-specific safety plans; inspect active worksites for conformance with referenced safety standards, documenting safety deficiencies and following up to ensure implementation of approved corrective actions; identify and administer safety or occupational health training for the workforce. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Qualifications for GS-12 Specialized Experience: One year of specialized experience which includes managing a construction safety program at multiple office or field locations; monitoring and ensuring compliance with applicable occupational safety laws, regulations, organizational standards, and industry practices; developing and reviewing organizational safety standards, standard operating procedures, , organizational safety plans, and project-specific safety plans; enforce conformance with referenced safety standards on active construction projects, documenting safety deficiencies and following up to ensure implementation of appropriate corrective actions; identify training needs and administer safety or occupational health training for the workforce. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
