This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Performs a variety of assignments involving all aspects of project operations including natural resources, recreation and dam safety.

Duties

Participates in the development of various planning documents including Master Plans and Operational Management Plans (OMP), for management of natural resources. Participates in conservation, preservation, restoration and use of project natural and cultural resources. Participates in all aspects of recreation management at the project. Enforces Title 36 CFR by educating the visiting public on project purposes, conditions, policies and regulations. Assists with project's environmental compliance program. Conducts public relations services for the general public and for special groups. Assists with management of the water resource project as it pertains to the dam and appurtenant structures in conjunction with daily duties. Ensures strict enforcement of safe practices and safety regulations.

Requirements

  • Drug Testing Designated position in order to operate flood control gates to control water levels on waterways.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to maintain required Corps of Engineers certification for operation of the motorboat.
  • Incumbent must be able to serve as an incidental motor vehicle operator and to operate an automobile, light truck, ATV or motorboat to accomplish assigned duties.
  • Employee must be able to operate the motor vehicles without danger to self or to others.
  • Incumbent shall wear appropriate uniform.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. BASIC EDUCATION: The below link contains the minimum educational standard from the Office of Personnel Management (OPM). These standards describe the minimum qualification requirements (for example, education) for the 0401 series: General Natural Resources Management and Biological Sciences Series, 0401 SPECIALIZED EXPERIENCE REQUIREMENT: In addition to meeting the basic education requirement above, to qualify for this position you must also meet the specialized experience listed below: GS-09: At least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes experience assisting in developing planning natural resources conservation, recreation, and/or environmental plans; providing project information to local, state and Federal agencies and/or the visiting public; and implementing programs designed to protect and further enhance fish, wildlife, vegetative and/or water resources; assisting in the development and/or planning natural resources conservation, recreation, and/or environmental plans; providing project information to local, state, and Federal agencies and/or the visiting public; implementing programs designed to protect and further enhance fish, wildlife, vegetative and/or water resources; and providing assistance in the management and/or upkeep of facilities. OR Education: A master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
