You will serve as a Supervisory Regional Dispatch Center Specialist in the Emergency Management division of COMMANDER NAVY REGION HAWAII.
Duties
You will supervise day to day operations and administration of all functions in the Regional Dispatch Center, which is a 24 hours a day, 365 days a year, nationally recognized military 9-1-1 PSAP emergency call processing center.
You will plan, direct, coordinate, schedule, train and evaluate the work of subordinate shift personnel.
You will address and resolve concerns/complaints from employees, referring group or individual grievances and more serious unresolved complaints to a higher level manager. Effects minor disciplinary measures when warranted.
You will provide direct supervision of dispatchers while responding to emergency 9-1-1 service calls, reporting unusual and non-routine fire, police, medical and hazardous incidents.
You will ensure notifications are made to the chain of command and first responder agency as appropriate.
You will manage all radio activity for police, fire, harbor security and guard force elements.
You will maintain dispatch equipment by testing and evaluating the operation of emergency radio systems, the enhanced 9-1-1 telephone system.
You will monitor interoperability traffic for federal support and communication.
You will direct emergency and non-emergency telephone lines from the activities serviced and other equipment used within the RDC operations floor used for emergency dispatch.
Requirements

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Outside applicants claiming VEOA, VRA, and 30% (i.e., those without current or prior Federal competitive or excepted service) must meet specialized experience requirements equivalent to the GS-10 grade level in the Federal Service or equivalent experience in the private or public sector. I have at least one year of specialized experience equivalent to the GS-10 grade level in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Advising and conferring with Director, Emergency Services, Fire Chief, Chief, Law Enforcement on issues relating to policies, technical communication/computerized equipment, protocols, and after-action assessment of dispatch operations; 2) Responding to emergency 9-1-1 service calls, reporting unusual and non-routine fire, police, medical and hazardous incidents; 3) Ensuring dispatchers obtain critical information about the situation, record information, determine the type and priority of responses, dispatch appropriate resources, and relay information to first responders; 4) Ensuring that precise and accurate information is provided to first responders on all calls for service; 5) Providing callers with accurate information and medically appropriate instructions before the arrival of Emergency Medical Services (EMS); 6) Monitoring/operating a Computer Aided Dispatch system (CAD), a multi-line telephone system, a multi-channel radio system, a multi-channel logging recorder, computerized security alarms, fire alarm systems, and Closed Circuit TV; 7) Answering routine and emergency requests for service, evaluate the requests and dispatch appropriate police, fire, or medical units.
