This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Project Engineer on assigned engineering activities associated with the construction and operations and maintenance projects administered by the Area Office.

Duties

Reviews and analyzes contractor plan and submittal for approval action, including progress schedules, environmental, safety and quality control program, certification of shop drawings. Makes periodic checks of contractors work for overall compliance with Plans and Specifications and other contract and construction requirements. Prepares timely, accurate, and effective communications for customers, stakeholders, strategic partners, the workforce, and the public. Investigates sites to determine problem areas and recommend solutions. Monitors scheduled progress of all construction activities and phases of construction and advise the Area Engineer of potential delay. Ensures government property is properly maintained, store, transferred and disposed of as time warrants.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • At the GS-12 level, selectees must have Professional Engineering (PE) License.
  • This position requires to provide support to the District Operations function on an as needed basis.
  • This position requires to observing all safety rules and regulations and directives applicable to the work assignment.

Specialized experience is defined as: 1) Applying basic engineering theories, principles, and concepts to perform site evaluations and investigations to ensure construction was conducted in accordance with established contract specifications; 2) Assisting in the review of designs for compliance with established regulations and guidance; and 3) Reviewing plans, design, and specifications prepared by others for the improvement/alternation of existing or eventual construction of new facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Engineering Science or physics OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Maintaining effective working relationship with both internal and external customers to ensure successful project completion; 2) Reviewing and evaluating the work of team members and engineers project work; and 3) Ensuring that project reports, documents, contract plans, and specifications are following policies, regulations, or guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
