You will serve as a SUPERVISORY CONTRACT SPECIALIST of OICC MARINE CORPS MARIANAS.
A Cost-of-Living-Allowance (COLA) of 12.25% will be added to the stated salary. COLA is subject to change at any time.

Duties
You will serve as a senior contracting officer responsible for administration of a variety of services and/or construction to support a multitude of clients in the NAVFACMAR area of responsibility.
You will supervise, evaluate, and coordinate activities of a contracting staff to award and administer contracts for projects relating to the Navy’s shore facilities.
You will act as the lead point of contact for contracts, provides acquisition support to installation engineering managers.
You will perform contract administrative duties, responsible for interpreting contract provisions and enforcing contract requirements often after conferring with engineers and technicians within NAVFACMAR.
You will serve as the principal action officer for contracting matters referred to NAVFACMAR for contract support.
You will review electronic solicitation documents.
You will incorporate provisions and clauses as necessary, approves source selection plans for negotiated procurements, and coordinates development of the technical evaluation criteria with the client and technical representative.
You will ensure that proposals/bids from prospective contractors are sought and received.
You will review cost or price analysis performed by lower level contract specialist, including review of cost breakdowns to determine allowability, allocability and reasonableness.
You will award contracts within delegated Contracting Officer authority, or recommends award to higher-echelon personnel.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing both pre-award and post-award contracting functions relating to planning, development, advertisement, award, and administration of services, construction, Architect-Engineering and facility support service contracts; 2) Evaluating the reasonableness of the contractor's proposed cost/price for use in preparing for complex negotiations; 3) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues; and 4) Reviewing/assessing contract documentation to ensure adequate pre-award and post-award contract documentation is complete, accurate and included in contract files.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
The FY 2020 National Defense Authorization Act amended law to eliminate the requirement at 10 U.S.C. 1724 for 24 semester credit hours of courses in business disciplines for categories of contracting personnel. Applicants claiming they meet the updated basic education requirement of a bachelor's degree but do not possess the 24 semester credit hours of courses in business disciplines should still select response option A under the basic education requirement question."
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
