This position is in the Department of Labor (DOL), Bureau of International Labor Affairs (ILAB), Office of Child Labor, Forced Labor, and Human Trafficking (OCFT), Division of Monitoring, Evaluation, Research and Learning (MERL). OCFT is responsible for developing policy, researching, investigating, and reporting on international child labor, trafficking in persons, and forced labor AND SUPPORTS efforts to eradicate THESE EXPLOITIVE PRACTICES WORLDWIDE.
Duties
Conducts research and analyses of child labor, forced labor, and human trafficking issues in support of senior team members and the Office mission.
Provides comprehensive review and rigorous technical oversight of key monitoring and evaluation activities, as assigned, to ensure that high-quality data, analysis and lessons learned are produced to systematically measure achievement of project objectives.
Applies a wide range of qualitative and/or quantitative methods to measure results, assess and improve program effectiveness, and discern trends and lessons learned.
Drafts and provides written feedback on documents, as assigned, and regularly prepares written communication for and on behalf of senior ILAB and DOL staff. Documents and written communications may include concept notes on proposed technical assistance projects, policy engagements, solicitations for technical assistance projects (grants or contracts), and monitoring and evaluation documents such as impact and implementation evaluations.
Ensures that key evaluation and audit findings, results of performance monitoring, and other lessons, findings, and outcomes produced by technical assistance and monitoring and evaluation and audit activities are shared with relevant stakeholders and are applied to ILAB and OCFT's work, as applicable.
Assists with the development of policy recommendations that advance OCFT and ILAB mission, programming, and other priorities in target countries and on a global level.
Engages with a range of actors and entities (e.g. ILAB and DOL officials, US or foreign government agencies, international organizations, civil society groups, private sector representatives) to develop and/or strengthen ILAB strategic relationships and information exchange.
Coordinates work products within OCFT and across ILAB offices, other DOL agencies, and outside stakeholders with the aim of advancing OCFT and ILAB mission regarding research, technical assistance and policy engagement.

Basic Requirements:
Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.
OR
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
In addition to the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service or private sector.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for the GS-11 includes: one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal Service or equivalent experience in the private or public sector coordinating and providing technical support for project monitoring and evaluation activities AND/OR utilizing qualitative or quantitative analysis to measure results and improve programs, projects, and/or systems effectiveness.
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (related to the position to be filled.)
OR
Combination of education and experience.
Qualifying specialized experience for the GS-12 includes: one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal Service or equivalent experience in the private or public sector (1) coordinating and providing technical support for project monitoring and evaluation activities OR utilizing qualitative or quantitative analysis to measure results and improve programs, projects, and/or systems effectiveness, AND (2) representing an organization in external meetings, conferences, committees, or working groups.
