A Realty Specialist serves as an expert, technical authority and senior consultant to management officials on one or more of the following functions: (1) acquisition of real property and/or (2) management of real property in the real estate.
This position is located in General Services Administration, Public Buildings Service of the National Capital Region.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Works on projects that involve very complex and/or controversial transactions with sensitive negotiations or substantive risk to the Government, and/or large scale, high visibility projects to be accomplished under lease construction agreement and/or other innovative or highly complex/ specialized contractual vehicles. Actively participates and contributes to regional and national Performance Measures and initiatives.
Develops acquisition plans and strategies; performs market surveys and building inspections; solicits offers; analyzes technical reports on offered buildings; negotiates lease terms and conditions; performs cost and price analyses of offers; prepares approval documents; and awards and executes the lease. The Incumbent may procure services through task/delivery orders. Performs real estate administration functions, including changes in the amount and configuration of space; changes in the type of service received; enforcement of lease provisions; and other real estate administration duties as required.
Perform the following program management work: Serves as the Contracting Officer's Representative for assigned broker contract and other related realty transactions. Identifies projects and develops scopes of work to be handled by broker or other external source; approves scopes of work; advises and directs the contractor on federal procurement policy; reviews and monitors the accuracy of all real estate activities performed by the contractor; reviews, approves invoices for payment and ensures timely payments; oversee contractor performance of activities described in the scope of work and provides required feedback to the National Office on contractor performance. Responsible for use and management of procurements using AAAP.
Performs contract reviews to ensure compliance with regulatory requirements, acquisition letters, and other national or regional directives; to identify practices that deviate from prescribed policies and procedures; and, in conjunction with PBS management, identifies training and development needs, and conducts training as necessary.
Reviews and/or prepares highly technical reports and papers on important and complex matters which influence real estate policy development that have a broad impact on the real estate programs.

The GS-13 salary range starts at $112,015 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience must demonstrate: (1) An advanced knowledge and application of Federal, commercial, and/or corporate realty laws, regulations, and practices; (2) Experience providing advice and solutions to clients on their long and short term space requirements; (3) Performance of lease project management for low and mid-rise commercial office and special purpose space including lease construction; (4) Experience managing, supervising, or leading a team, and; (5) Experience managing and performing contract oversight for realty transactions.
