About the Position: Function as a Procurement Analyst in the Regional Business Oversight Branch for the Great Lakes and Ohio River Division, interpreting higher-level contracting policy and directives, and providing guidance and assistance in the execution and administration of highly complex procurements for supplies, services, construction, architect-engineering services, environmental and civil works projects.
Duties
Advise management and contracting officers on matters pertaining to contracting policies and procedures.
Develop and monitor replies to customer inquiries concerning acquisition-related matters.
Apply knowledge of pre award and post award contracting policies and procedures to conduct reviews of a full range contract actions and procurement documents.
Perform reviews and analysis of procurement actions involving complex, new, or innovative acquisition approaches.
Conduct technical reviews of contracting documents in the Paperless Contract File (PCF) system of record for compliance.
Interpret guidance on statutes relating to small business programs.
Conduct acquisition document and file reviews and serve as a subject matter expert on internal compliance reviews to ensure completeness, accuracy, and overall quality of procurement documentation.
Ensure compliance with all Federal, Department of Defense (DoD), Department of Army (DA), U.S. Army Corps of Engineers (USACE), policies, regulations, guidance, and directives.
Prepare written compliance feedback reports to support mission requirements upon thorough review of the action in the PCF cabinet.
Effectively communicate strategically and transparently with all stakeholders, management, and members of the project delivery team to deliver excellent customer service.
Build relationships with customers using effective communication practices.
Recommend acquisition approaches and determining contract type, knowledge of contracting processes, policies, procedures, and utilization of contracting data, procurement systems and acquisition resources.
Examine policy issues and strategic planning with a long term perspective to support Division requirements.
Submit lessons learned and impact position papers to management to track trends in compliance reviews.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months as of entrance on duty.
- This position requires a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Basic Requirement for Procurement Analyst:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes performing contracting and procurement work such as administering the acquisition of supplies, services, and construction contracts; developing and recommending acquisition approaches and determining contract types; applying knowledge of contracting processes, policies, procedures, utilization of contracting data, procurement systems, and acquisition resources to conduct acquisition-related initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
