THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT.
This National Guard position is for a SUPV HR SPEC, Position Description Number PDT5413000 and is part of the Mississippi National Guard.
Duties
As a SUPV HR SPEC, GS-0201-12, serve as a supervisor of Human Resources Specialist(s) and Human Resources Assistant(s). Supervises a minimum of five full-time employees. Supervises two or more other major segments e.g. classification, recruitment and placement, employee relations, labor relations, etc. Serves as a Human Resources advisor and technical specialist for one specific HR specialty.
1. The incumbent provides management advisory services to all levels of management of situations regarding Human Resources services. Oversees the development and administration of state rules and procedures adapted from policies prescribed by the National Guard Bureau and the U.S. Office of Personnel Management. Responsible for the human resources management of employees dispersed through out the state, engaged in a variety of jobs under the Federal Wage and General Schedule pay systems, as well as military and state pay schedules.In addition to supervision, will perform work in one segment of a specialized function in the following:
-Recruitment and Placement: Establishes state manpower policies and directs their implementation within NGB policies and authorization. Establishes and ensures implementation of procedures for the administration of the merit placement and promotion plan and other employment tools to include key staff policy and procedures for recruitment, placement, evaluation, and pay determinations.
-Labor Relations: Advises both management and subordinates on matters pertaining to conduct and discipline, the labor management relations program, employee benefits and entitlements and contributions to the accomplishment of special programs.
-Compensation: Oversees the establishment of state policies for use of compensation tools (e.g., highest previous rate, EDP/HD), and recruitment and retention tools.
-Reviews requests for recognition from labor organizations and recommends appropriate courses of action.
-Classification: Directs the administration of a position classification and position management program with authority delegated to classify local exception supervisory and non-supervisory positions.
-Equal Employment Opportunity: Develops and administers the equal employment opportunity programs. Coordinates procedures for monitoring progress of minorities and women, and providing documentation required from records within the office.
-Employee Relations: Performs administrative, technical or evaluative work concerned with establishing and maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, morale, and discipline.
-Information Systems: Plans, operates and administers the operation of the Defense Civilian Personnel Data System.
-Military: Work that involves administering, delivering, maintaining, advising on, and adapting basic concepts, principles, and theories of the state AGR program to ARNG/ANG managers, supervisors, and support personnel.
2. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources.
3. Performs other duties as assigned.
Qualifications
GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Must meet the non-supervisory GS-0201-13, PLUS have 12 months of career broadening human resources program experience in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. The individual must have experiences that included training and guiding employees on human resources military or civilian programs and assigning applicable tasks. Must have experiences in managing and supervising work functions and discipline requirements. Experienced in conducting employee performance valuations; mentoring employees; managing resources and budgets; and directing assigned work. Experienced in managing military or civilian employees on all program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work that met or exceeded work requirements and expectations. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies; and, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have professional experiences and demonstrated abilities to train and mentor employees on the correct procedures and required competencies to address and resolve employee performance and/or behavior issues. Previous supervisory assignments involved improving the employees' skills and abilities through mentoring, training, and individual career development. Experienced in identifying employees' strengths and weaknesses that resulted in their increased performance values in quality work, accurate decisions, timeliness considerations, and work efficiencies. Must have expert knowledge of merit principles, equal employment, and affirmative action guidelines.

Education
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
