THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY COMMAND AND CONTROL SPECIALIST, Position Description Number D1491000 and is part of the KS 190 Air Refueling Wing, National Guard.

Duties

As a SUPERVISORY COMMAND AND CONTROL SPECIALIST, GS-2101-11, you will establish local procedures in compliance with command and control policies of the Joint Chiefs of Staff (JCS), Unified Commands, Air Mobility Command AMC), United States Strategic Command (USSTRATCOM), National Guard Bureau (NGB), and federal. Inform the commander on the status, progress, problem areas, shortfalls, and limitations in command and control and recommends solutions to ensure mission accomplishment and national objectives are achieved. Responsible for writing mission plans in support of the wing's missions. Develops and constructs aircrew Quick Reaction Books (QRB) and operational reports package to support the mission. Serve as the command and control subject matter expert for all wing-planning activities. Manages and supervises the daily activities of the command post to include flying operations, console operations, administration, and training. Negotiate memorandum of understanding (MOU) with various agencies as required. Serves as the Point of Contact (POC) for the wing on all issues pertaining to command and control. Serve as the wing's representative to all command and control conferences, workshops, and working groups. Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"

Requirements

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Must be able to obtain a Top Secret clearance within a year of appointment

Qualifications

Military Grades: E-8 through E-9 Compatible Military Assignments: 1C300 * Must be willing and able to cross train into the compatible AFSC GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training outine and non-routine preflight, in-flight, post-flight, ground or command and control (C2) duties according to specific transportation functions. Receives, interprets, extracts, and disseminates relevant data for mission planning or execution. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
