The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

The Supervisory Contract Specialist is a valuable member of the Office of Inspector (OIG), Office of Management (OM), Acquisitions Division. The incumbent will serve as the Director, with responsibility for the management, administration, and implementation of the OIG-wide acquisitions totaling almost $50 million annually, and the implementation of the OIG-wide acquisitions annual financial budget, transportation management and other special programs. Typical assignments include: Expertise and extensive experience executing all types of contractual actions, including advance acquisition planning, requirements definition, acquisition strategy, pre -solicitation conferences, due diligence, source selection plans, technical evaluation plans, negotiations, competitive range determinations, and ultimate source selection in coordination with the program offices. Full range of contract specializations in both the pre -award, award, and post - award environment, including the development of prototype procurements utilizing procurement initiatives and concepts such as performance -based contracting, partnering concepts, and strategic sourcing. Facilitates major acquisitions in support of organizational requirements. Provides advice, assists senior management on contractual matters, and provides procurement support services to OIG activities. Conducts a program of quality control to ensure that the OIG procurement program is executed in accordance with generally accepted procurement criteria established within the Federal Government. As a first line supervisor over a subordinate staff, the incumbent: Plans, directs, coordinates, leads, counsels, and evaluates subordinate staff; ensures the timely performance of a satisfactory amount and quality of work. Reviews work products of subordinates and accepts, amends, or rejects their work. Plans work to be accomplished by subordinates. Sets priorities and prepares schedules for completion of work Assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees. Provides informal feedback and evaluates performance of subordinates, gives advice, counsel, or instructions to individual employees on both work performance and administrative matters. Takes necessary action to assist employees in improving performance. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Makes recommendations on selecting, promoting, and/or reassigning employees. Hears and resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions and award recognition. Refers group grievances and more serious complaints not resolved to higher level supervisors, effects minor disciplinary measures such as warnings and reprimands, and recommends actions in more serious cases. Identifies developmental and training needs of employees and provides or makes provision for such development and training. Collaborate with OIG officials to determine the budget, procurement and allocation of resources to support program in conjunction with priorities established by the IG and OIG senior management. Conducts staff training on new or modified procurement policies, and periodically provides refresher training to ensure that OIG staff remain familiar with existing requirements.

Qualifications

You must meet all qualification requirements by the closing date of this vacancy announcement. If you are a current federal employee, you must meet all time-in-grade and time-after competitive appointment qualifications by the closing date of this vacancy announcement. To make an accurate determination, you will need to include on your resume your federal position title, pay plan, occupational series, grade level, agency, dates for which you held the grade level (stated as MM/YYYY to MM/YYYY, OR MM/YYYY to PRESENT), and total hours worked per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs 1 and 2 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph 4, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. NOTE: If you are currently employed with an agency other than DHS and seeking a lateral transfer AND you were promoted to an 1102 position at or above the GS-13 level (or equivalent) after 12/31/99 based on a waiver of the agency's training requirements, you will need to be approved for another training waiver before you can be hired into a GS-1102 position at or above the GS-13 level with DHS. If you were hired into your current GS-1102-13 or higher level position, with a non-DHS agency, based on an educational waiver, you will still have to meet the educational requirements stated in Qualification Requirements #1. Minimum Qualifications for GS-15: You qualify for the GS-15 position if you possess one year of specialized experience at the equivalent to GS-14 grade level in the Federal service. Specialized experience at this level includes: Managing and monitoring an agency acquisitions program, developing and issuing related policy; Overseeing and administering all acquisition instruments by monitoring performance reports and invoices from contractors; Providing supervision/guidance/team lead functions to subordinate or peers; Assisting senior management on contractual matters and providing procurement support to agency activities; Planning and implementing acquisition process improvement (i.e. to reduce total cost and meet customer requirements). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 10/12/2023of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 10/12/2023of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
