Duty Location: Boulder City, Nevada
Selected candidate must be able to report to work at the duty location.
Duties
-Incumbent of this position serves as a student trainee receiving on-the-job and scholastic training. Assignment to this position is in accordance with the Bureau of Reclamation (BOR) and an accredited college or university, under which the incumbent is pursuing a course of higher education.
-The student trainee position is located within the Boulder Canyon Operations Office (BCOO) Water Administration Group. The responsibilities of the Water Administration Group include development and administration of water-related contracts, administration of Colorado River water entitlements, and economics.
-Assists senior Contract and Repayment Specialist in the development of water contracts and other agreements.
-Assists senior Contract and Repayment Specialist in the administration of executed contracts in accordance with applicable law and policy to ensure full compliance with contractual provisions.
-As assigned incumbent may assist in the maintenance of contract documents and files, including archiving or disposal actions.
-As assigned, may meet with other Reclamation personnel, customers, tribes, potential customers, customer organizations, state agencies, and other affected parties as appropriate to develop specific and general contract provisions.
-Promotes good customer relations and serves as Reclamation's point of contact with customers and water users' organizations to explain Reclamation policy.
-As assigned, assists in preparation, and/or review of repayment studies and/or financial analysis of
proposed project developments for construction or non-recurring maintenance projects.
-Assists with requests for information including Freedom of Information Act (FOIA) requests and prepares correspondence to respond to inquiries.
-Assist Senior Contract and Repayment Specialist to develop briefing papers on water-related contract topics for use by Boulder Canyon Operations Office (BCOO).
Qualifications
GS-05: Completion of 4 academic years of post-high school leading to a bachelor's degree or equivalent degree.
GS-05: Specialized experience for the GS-05 level: one year of general experience equivalent to at least GS-04 in the Federal service. Examples of specialized experience include working in an office environment providing administrative assistance to staff, answering phones, filing and using a computer.
GS-07: Completion of 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree.
GS-07: Specialized experience for the GS-07 level: One year of specialized experience equivalent to at least GS-05 grade level in the Federal service. Examples of specialized experience include working in an office environment providing administrative assistance to staff, answering phones, filing and using a computer. Experienced in drafting correspondence, researching information/policy and providing support to senior specialists in administration of water related contracts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The applicant will receive credit for all qualifying experience, including volunteer experience.
A period of student trainee work experience is equal to 320 hours of work experience.
Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours.
This position has a positive education requirement for conversion under the Pathways Eligibility Program Requirements. The required education must lead to a degree with specialization in or directly related to the field in which the student trainee is participating in the Intern program. The degree of specialization in this field must satisfy, on graduation, the specific requirements as listed in the qualification standard for Business and Industry related fields . The term positive education requirement (also called a basic education requirement) refers to an Office of Personnel Management (OPM) determination that the duties of a scientific, technical, or professional position cannot be performed by an individual that does not have the prescribed minimum education.
Individuals serving in Intern-indefinite appointments may be non-competitively converted to a permanent position within 120 days of successful completion of the program, but conversion is neither promised nor guaranteed. To be eligible for conversion to a permanent or term position, these Interns must also:
Be a U.S. Citizen or National;
Complete at least 640 hours of work experience acquired through the Internship Program;
Complete their degree or certificate requirements;
Meet the Office of Personnel Management's qualification standards for the position to which the Intern will be converted (which may include a positive education requirement);
Meet all agency and program specific requirements as specified in their individual Participant Agreement;
Perform their job successfully as documented through performance evaluations; and
Be recommended for conversion by their manager or supervisor.
If converted to permanent or term appointment, the anticipated target position is Contract and Repayment Specialist, selected candidate you will place in an appropriate grade based on the Office of Personnel Management (OPM) qualifications requirements after completion of the Pathways Program Requirements; however, that may change based on the need of the organization at that time. The full performance level of the target position will be dependent on the type of position and will be determined at the time of conversion. The full performance level is a Contract and Repayment Specialist, GS-1101-12.
