This Training Specialist position is in Nursing, Education services at the White River Junction VA Medical Center, located at the White River Junction, Vermont location. This position is a full-time at 40 hours per week.

Duties

Major Duties and responsibilities include, but are not limited to:: The initiation of change in educational/staff development activities based on current findings and concepts from research studies Assist with education and staff development as well as contributing to teaching core mandated topics, coordinating and teaching in medical center-wide programs. Makes necessary modifications to training courses and recommends modifications for well-established programs. Obtains and adapts as needed, instructional materials as needed. Collaborates with peers on the development, coordination and evaluation of all educational activities Learn to Analyze the effectiveness and outcomes of educational activities for their impact on performance changes, cost efficiency, patient care and service, and support of the medical center's strategic plan. Work will be performed in areas of instruction for multiple types of classes that are focused on facility needs for training and education, such as leadership, New Employee Orientation (NEO), standard operating procedures (SOP), Talent Management System (TMS), etc. Validates overall training effectiveness and quality assurance. Completes Environmental Management quality assurance studies to monitor employee competency and monitors completed and deficient training and educational comprehension reviews. Investigates and analyzes adverse quality trends or conditions and recommends corrective action to prevent errors and eliminate ineffective work practices. Makes necessary modifications to training courses and recommends modifications for well-established programs. Obtains and adapts as needed, instructional materials as needed. Initiates change in educational/staff development activities based on current findings and concepts from research studies Partners with appropriate services and departments as a performance consultant to help achieve organizational objectives in a cost-effective manner through the provision of education and training One-on-one review of resumes and provide feedback Plans, develops and implements educational activities based on information determined from assessed needs in a cost-effective manner. Through systematic needs assessments, identifies areas for educational programming. Analyzes the effectiveness and outcomes of educational activities for their impact on performance changes, cost efficiency, patient care and service, and support of the medical center's strategic plan. Demonstrates excellent customer service to external and internal customers - Works effectively with others, including the planning and problem-solving strategies among disciplines and facilitating open exchange of ideas between persons. Work Schedule: Full-time, 08:00 am - 04:30 pm Monday-Friday Telework: May Be Available. This position is in the Competitive Service. This position is covered by locality-based comparability pay. The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For GS-7, you must have served 52 weeks at the GS-5. For GS-9, you must have served 52 weeks at the GS-7. For GS-11, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Grade Qualifications: GS-7: Specialized Experience: Applicants must have one year of specialized experience at the GS-5 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); OR, Education: Applicants may substitute graduate education for the required experience. To qualify based on education for this grade level, you must have successfully completed 1 full year of graduate level education, such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. (Transcripts are required) OR, Superior Academic Achievement: (SAA) at the baccalaureate level in the coursework detailed below is fully qualifying. Applicants who wish to apply under this provision must submit from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university, or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Education: Applicants may substitute graduate education for the required experience. To qualify based on education for this grade level, you must have successfully completed a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position; OR, Three full years of progressively higher-level graduate education leading to such a degree; OR, LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (Transcripts Required); OR, Combining Education and Experience: Equivalent combinations of successfully completed graduate-level education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position.
