Duties

Performs wide ranging and substantive policy and managerial actions for the Director and Assistant Director to assure full and appropriate coordination, integration, and operation of major Bureau program missions and activities. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work. Assigns work, resolves conflicts, provides advice, and administers a large and complex staff to carry out the Directorate's missions. Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment. Manages short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational programs. Plans are complex and cross-cut organizational functions. Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines. Works with team members for performing reviews and assessments.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: Directing senior personnel in applying advanced project management, business analysis, and contract management concepts to various projects, studies, or evaluations characterized by the need for significant departures from established practice. Conducting long-range (5 years) and short-range program planning guidance in accordance with broad budget and administrative rules, regulations, and policies to meet program objectives. Developing regional or national policies, procedures and guidelines related to management practices and within anticipated fluctuations in funding and priorities. Resolving complex or highly controversial issues with staff, representatives, and stakeholders from a broad range of internal and external interactions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
