Summary: The primary purpose of this position is to provide MAJCOM program advisory, oversight, and training to manage the installation level Sexual Assault Prevention and Response/Victim Advocate Programs and to serve as consultant to wing commanders, installation SARCs and VAs on institutionalizing core values within the Department of the Air Force.
Duties
Serves as the MAJCOM action officer with the responsibility and direction to oversee and manage Victim Advocates over nine PACAF bases, through three NAF/CCs and HQs staff (approximately 45,000 officers, civilians, enlisted, and foreign nationals in AOR). Responsible for planning, organizing, and ensuring Victim Advocates comply with Department of Defense (DoD) requirements, developing and managing prevention training and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs, as directed by policy and Public Law.
Develops and implements prevention programs relating to sexual assault.
Develops, implements, and maintains a command-wide installation victim support system which addresses a wide variety of issues and problems.
Serves as the advisor to SARCs and Victim Advocates for all sexual assault victim issues. Develops and implements a comprehensive range of essential support and advocacy services, liaison services, and care to victims of sexual assault in accordance with all policies and Public Laws.
Performs functional supervision to installation Victim Advocates in their personnel management responsibilities concerning Victim Advocate volunteers. Develops standardized plans to implement at base level to assist with schedules of Victim Advocates.

- Must obtain and maintain DoD Sexual Assault Advocate Certification and recertification from the National Organization of Victim Assistance (NOVA), as specified in DoD and AF policy

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
BASIC REQUIREMENT: A degree (bachelor's or higher) in behavioral or social science; or related disciplines appropriate to the position, for example Human Services, Psychology, Social Work, etc. Note: you must submit a copy of your transcripts.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: 1) Comprehensive and thorough knowledge of laws, regulations, policies, issues, etc., relating to sexual assault, victim advocacy, and other acts of interpersonal violence to plan, organize, implement, and carry out the components of an interpersonal violence prevention and response program. 2) Thorough knowledge of a wide range of practices and procedures associated with victim advocacy, social services delivery systems and other elements of specialized social service programs, and behavioral or social science principles to direct the activities of the Sexual Assault Prevention and Response Program. 3) Ability to function as liaison to installation and community organizations and offices to establish, maintain, and provide prevention programs and victim support in a wide variety of situations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of laws, regulations, executive orders, issues, etc. relating to victim advocacy, sexual assault, and other acts of interpersonal violence.
Knowledge of a wide range of social science and social work principles and concepts and practices relating to the prevention of and response to sexual assault and other acts of interpersonal violence.
Knowledge of social services delivery systems and concepts, principles, and theories relating specifically to sexual assault and other acts of interpersonal violence.
Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend and/or implement solutions for improvements.
Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high level officials on complicated, sensitive, and sometimes controversial issues.
Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support assistance.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
