As a Lease Administration Specialist you will perform short term planning, development, and implementation of lease administration functions in direct support of the regional PBS program.Location of position: Pacific Rim Region, Guam.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Serves as project manager/Contracting Officer's Representative (COR) for post occupancy alterations/work.
Coordinates tenant agency relocation and personal property moves. Solicits price proposals for alterations, improvements and other actions under the lease.
Participates in pre and post occupancy activities, including space requests, market surveys, design kickoff meetings, acceptance meetings, space condition inspections and key collection. Explains, promotes, and implements GSA property management policies, procedures, and methods related to tenant services.
Analyzes and monitors the full range of leased building operational procedures and policies for conformance with GSA requirements.
Answers inquiries from lessor, general public and congressional interests concerning rent payments, escalations, and other inquires related to financial aspects of leases.

The GS-11 salary range starts at $71,877 per year.If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service;
OR have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related;
OR a combination of graduate level education and appropriate specialized experience that together meet the qualifications of this position.
Specialized experience is: performing a combination of short term planning, development and implementation of lease administration enforcement programs; and performing duties necessary to interpret and enforce lease contracts. Examples of qualifying specialized experience include: managing and evaluating building operations and/or building management programs to achieve customer consent; developing and implementing strategies to optimize building performance and support investment decisions; and assessing contractor performance to ensure building services provided meet contract specifications as well as business and workplace needs.
