Duties
Major Duties
As a Health Communications Specialist for OHE, you serve as a health communication and marketing content professional for HHS health, regulatory and human services programs.
Your major duties and responsibilities include:
Gathering data and developing products such as fact sheets, program briefings, questions and answers, program summaries, web pages and briefs.
Supporting creation and implementation of strategic plans to achieve health communication and marketing goals and objectives.
Working with senior staff to plan, develop, implement and evaluate informational and educational materials intended to reach broad national audiences.
Analyzing the current content or situation (including web analysis); identifying gaps in knowledge about audiences; collecting feedback from consumers; monitoring channel use (such as website and public inquiry systems) as well as the use of communication materials and media coverage; collecting information and integrating results with the planning and development of health communication and marketing strategies and messages; testing concepts and messages and makes revisions; and planning, managing, and conducting summative evaluations of campaigns and programs.
Developing and implementing national communication and marketing programs, projects and initiatives for various audiences.
Coordinating with senior specialists on health media production (e.g., graphics, broadcast production); risk communication and marketing activities (e.g., web, podcasts); and partnerships and strategic alliances.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-12: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
1. Communicating public health information through various digital and print formats.
AND
2. Researching and editing a variety of official health communications materials such as presentations, talking points for leadership, speeches.
GS-13: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
1. Advising leadership on effective communication and marketing approaches to formulate an organizational strategy targeting health issues.
AND
2. Developing communications materials such as presentations, talking points for leadership, speeches.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
HEALTH COMMUNICATIONS: Knowledge of the practice, methods and techniques of communicating and disseminating health information to influence personal health choices by improving health literacy via written, oral and visual media.
STRATEGIC PLANNING: Supports organizational goals and objectives in accordance with strategic and/or operations plans.
MESSAGE DEVELOPMENT AND DELIVERY: Uses writing skills and editorial judgment to strategically develop messages for various audiences; and delivers them by evaluating the most appropriate media channel(s) for the particular needs of the target audience.
