This position is located in the Office of the Policy Planning Staff (S/P) in the Office of the Secretary (S). S/P is established within the Office of the Secretary to provide the Secretary of State with independent policy analysis and advice. The Policy Planning Staff’s mission is to take a longer term, strategic view of global trends and frame recommendations for the Secretary of State to advance U.S. interests and American values.
Duties
Analyzes and evaluates program operations; recommends or modifies organizational structures for front office administrative operations, creates systems and processes to streamline operations, and recommends changes to processes and procedures.
Performs special projects assigned by front office and Director. Identifies and resolves problems related to administrative processes, capacity, effectiveness, efficiency, task distribution, and overall workload.
Answers important inquiries from staff members of the White House, Congressional offices, and other government agencies. Provides senior level administrative advice, consultation, and expertise to the Office of the Policy Planning Staff (S/P).
Maintains liaison with the 7th Floor front offices and other high-level officials within the Department and other government agencies. Obtains information and presents it with appropriate comments and other pertinent data for consideration.
Reviews important matters requiring the Director's attention and members of their staff; analyzes proposals and engagement recommendations, official correspondence and telegrams, reports, and other documents of a highly classified nature.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience managing all administrative activities for an organization.
Experience analyzing and evaluating program operations and resolving issues related to workflow.
Experience dealing effectively with high-ranking officials of the Department and other government agencies as a representative of the Front Office and liaison to office leadership.
There is no substitute of education for specialized experience for the GS-13 position.
