Duties

Ensure priorities are established and resources are properly allocated. Supervise the mobilization, demobilization, and reassignment of wildland fire suppression resources. Monitor fire season severity predictions, fire behavior reports, and fire activity levels. Direct all phases of the dispatch coordination program. Provide leadership and direction in support of interagency resource management activities. Direct budget formulation process for the dispatch center. Determine level of support for operational and staffing costs. Ensure that contingency plans are prepared to respond to emergency situations. Plan, organize, and assign work to subordinates to meet workload accomplishments. Evaluate work performance of subordinates.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-09) of the position to be filled. To qualify for the GS-11 grade level, 1 year of creditable specialized experience equivalent to GS-09 is required. Examples of work experience include, but are not limited to: experience in supervising and/or managing a complex dispatch operation. Coordinating transportation and determining the nature of the resources needed such as personnel, equipment and services; preparing cost and budgetary data; experience working with flight justification; payment documents and flight plans for contact and on call personnel; implementing and maintaining mobilization plans, emergency and disaster plans; and dispatch policies and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of Education for Experience: To qualify for the GS-11 grade level, Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR an equivalent combination of specialized experience and education. Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: 1. Prior on-the-line firefighting: The Department of the Interior defines wildland firefighting experience as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fires are categorized into two distinct types: (1) Wildfires - Unplanned ignitions or prescribed fires that are declared wildfires; and (2) Prescribed Fires - Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week. 2.) This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard. This position has been categorized as a Center Manager (CMGR) - HIGH Complexity, and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position unless stated otherwise. To meet IFPM requirements, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (currency not required at time of referral, but may be required to obtain and maintain currency if selected): A) Expanded Dispatch Support Dispatcher (EDSD) You must meet all qualification and selective placement factor requirements by the closing date of the announcement. Condition of Employment: This position requires all hires complete the S-491 "Intermediate National Fire Danger Rating System" course within 12 months of being placed into the position. Failure to complete this training may result in the selectee being reassigned or removed from the position; Physical Demands: Work involves long hours of sitting, intense concentration, and working at peak proficiency/intensity levels with irregular breaks and mealtimes. Work Environment: Work is performed primarily in an office setting. During peak activity there is increased radio traffic and numerous ringing phones, which require a high level of concentration to perform duties. This is a secondary/administrative firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)) and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
